About the role

Job Description

Direct VDOT's traffic systems management program, concentrating on signal systems management. Guide development, implementation and management of statewide traffic signal systems. Lead and develop statewide policy and best practice guidelines to plan, design, develop and measure performance of traffic signal systems to align with VDOT program policies and vision on transportation mobility and operational efficiency, safety, asset management, funding strategies and regional consistency. Work with ITS ensuring conformance with communications technology, interoperability of equipment and alignment of systems operational efficiency goals. Establish statewide consistency in application of traffic engineering and operational activities related to concept design, installation, monitoring, modification, maintenance and administration of statewide traffic signal systems. Research, develop and implement coordination of short and long-range transportation system plans using best practices and signal and ITS technology. Technical development and coordination of signal system asset management plan. Provider leadership, direction, and technical engineering guidance to related program areas.

How You Will Contribute

  • Compliance: Provide oversight of the program area within the Division and Districts to ensure compliance with VDOT, state, and federal policies, practices, guidelines and specifications. Review central office and district plans for compliance with established practices and procedures. Provide review and make recommendations on new and innovative procedures, specifications and products. Provide a written summary of findings and recommendations for division management.
  • Establish Priorities: Establish objectives and priorities for the team in support of overall goals, communicate objectives and priorities to employees, and update objectives as needs change. Establish priorities for the program's objectives to enhance achievement of division and VDOT goals. Modify objectives to reflect changes.
  • Manage Technical Problem Resolution: Apply sound engineering practices and methods to satisfy customers, reduce complaints and resolve concerns. Provide leadership in technical areas of engineering. Proactively address issues that are identified within program area and raise appropriate issues to Division Management ensuring compliance with VDOT policies and procedures.
  • New Initiatives and Emerging Technology: Manage development of new initiatives related to signals and other traffic engineering special projects. Investigate and develop innovative programs for deployment to enhance signal system operations. Coordinate with districts, regions and local jurisdictions to promote understanding and proper application of initiatives. Collaborate with VDOT stakeholders to develop systems to collect, monitor and disseminate statewide signal related records, data and information related to TE asset management efforts. Manage research and strategic plan development for upgrade and expansion of signal controllers and cabinets based on next-generation technology, VDOT communications and ITS plans and region-specific equipment functionality goals.
  • Program Administration: Direct, manage, plan, report and establish work priorities and resources for the Traffic Systems Management Section. Supervise and direct professional staff. Prepare resource needs, work plans and budgets to deliver program. Assist with regional funding assessment in support of TE Asset Management Program to ensure development of short and long-range funding strategies for signal and related transportation system assets. Accountable for resource allocation of funds, staff, equipment and services delivered.
  • Program Evaluation: Evaluate program and institute changes and procedures as required. Provide technical guidance to field offices and monitor adherence to approve standards and practices through field coordination, visitation and consultation. Ensure quality control reviews are completed and recommendations for program performance and improvement are implemented.
  • Signals Program Delivery: Manage and promulgate arterial management programs that address all aspects of signal systems. Provide program leadership that promotes arterial mobility and efficiency. Evaluate current statewide signal programs and policies and identify ways to improve and enhance program through the use of best practices and policy guidance. Interface between executive management, industry vendors, local representatives, district and regional units to communicate requirements, seek resolution to conflicts and promote development and implementation of statewide signal programs.
  • Signals Strategic Planning: Develop statewide strategic plans to ensure VDOT has systematic concept of operations and asset management for traffic signal systems that align with VDOT's vision on arterial mobility, traffic operations improvements, safety, funding strategies and regional consistency. Develop short and long-range statewide arterial management strategic plans for signal systems, incorporating VDOT's vision and goals for arterial mobility, congestion management, funding strategies, regional consistency and ITS elements.
  • Staffing and Management: Proactively manage human and fiscal resources by recognizing future needs and taking appropriate actions to address those needs. Organize program area's assignments to best utilize available resources. Ensure production schedules and budgets continuously reflect current information.
  • Statewide Program Oversight: Serves as responsible charge engineer for designated program area. Develop and update policies, procedures and guidelines for statewide implementation and administration. Communicate changes in policies and procedures to staff and ensure consistent application statewide.
  • Strategic Planning: Develop short and long-range statewide strategic plans to ensure VDOT programs align with VDOT's vision, mission and goals.
  • Teamwork: Coordinate the flow of information both orally and in writing to and from others that contributes to project development. Organize and prioritize work effectively, keep multiple projects on schedule within section. Meet expectations and requirements of internal and external customers. Establish and maintain effective relationships with customers.
  • Technical Support: Serve as a technical expert in providing assistance in assigned areas of transportation engineering. Provide research to solve problems and questions. Provide instruction and guidance with policies and procedures. Prepare new VDOT guidelines or memos to address changes or modifications.
