About the role
Background
Montgomery County Government Fire and Rescue Service provides emergency medical ambulance transports as part of its operations. Starting from January 2013, the Department started billing for EMS transport in accordance with the enabling law. There are opportunities for additional cost recovery through the Maryland Department of Health. This opportunity requires the Department to provide cost of service reports to be eligible for additional reimbursement for ems transportation. This effort has created the need for accountant/auditor(s) to perform a variety of accounting and financial reporting functions, especially those with experience in cost accounting. The Department will also expect the accountant to perform other statutory reporting and revenue reconciliation work. Therefore, the County would like to contract for skilled and experienced accountant/auditors with good PC applications skills and familiarity with financial reporting, cost accounting and financial management systems.
Scope of Work:
Montgomery County Fire and Rescue Service needs one (1) or two (2) accountant/auditor contractor(s) to complete the assignments listed above. Candidates should have experience working with a tier 1 ERP system, preferably Oracle eBusiness Suite r12 or higher, Microsoft Excel and Access, and utilizing electronic calculators. The contractors will be expected to be available for work during the hours of 8:30 am and 5:00 pm, Monday through Friday.
Responsibilities:
- Reviewing expenses ledger to identify and allocate cost necessary to meet the reporting requirements of the Emergency Service Transporter Supplemental Payment Program (ESPP)
- Work with State auditors and provide clarifications and additional information requested.
- Performing professional accounting work associated with billing insurance providers for the cost of ambulance transportation and other EMS services. Much of work will be related to daily reconciliation of the program payments data between financial systems and the bank account that receives payments.
- Preparing cost reports for Medicare payment program.
- Preparing Senator AMOSS grant annual reports
- Contract staff will work side-by-side with County staff to facilitate knowledge transfer.
- Contract staff will report directly to the EMS Transport Billing Manager, Biodun Ayo-Durojaiye.
Skills/Experience Required
Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Business, or related field.
- If selected for consideration for any of the required positions, candidate(s) will be required to provide evidence of possessed knowledge, skills, certifications, and abilities indicated on resume.
- The County will conduct background checks on the desired candidates and reserves the right to terminate the contractor at any time in accordance with the contract.

- Documentation of any other activities above that were completed.
