About

The ministère des armées ensures the protection of French territory, population, and interests. It is also involved in public service missions. To carry out its missions, the ministère des armées employs over 60,000 civilians in France and abroad, in addition to military personnel.

Attached to the Digital Division of the Operational Energy Service (SEO) Directorate, the data architect guarantees compliance with data governance and quality in projects.

He supervises data-centric project teams and enforces rules related to data administration, master data management, and data quality management.

He is proactive in designing and implementing distributed systems for processing and storing massive data. He assists and advises authorities in this area.

Responsibilities

  • Propose innovative data sources, processing, and cross-referencing useful to operators;
  • Identify, correct, and integrate relevant data into the SEO infrastructure;
  • Design, implement, optimize, and document algorithms leveraging this data and develop applications and connectors for operational delivery;
  • Feed programs and projects for the benefit of the SEO, directorates, and services.

Activities Attached to the Position

  • Participate in data governance under the direction of the delegated data director (reference texts, committee meetings…).
  • Participate in various ministerial bodies on the data subject.
  • Submit proposals for metadata and master data consideration, where applicable, to functional area data administrators.
  • Verify the compliance of data quality governance deliverables produced by the MOE and normalize them if necessary.
  • Participate in SEO digital governance actions.
  • Participate in the urbanization work of the QF Petroleum Support.
  • Ensure fair access to data.

Profile

Profile sought: Personnel from the Digital specialty, with a strong appetite for data usage.

  • Knowledge of ministerial bodies would be a plus.
  • Desirable experience in data-centric project management.
  • Knowledge of predictive analysis and forecasting models.
  • Proficiency in Dataiku DSS Data Science Studio suite, Qlik Sense, and ideally Qlik NPrinting.
  • Solid technical skills in data processing (R and Python) required.
  • Database management (SQL, SAS).
  • ETL tools (extraction, transformation, loading): Talend.

Graduated engineer from a specialized school or with a master's degree in data science, you have 3 to 5 years of experience in a similar position.
