Reporting to the Chief Bridge Engineer, the Incumbent will be responsible for assisting in the asset management of the bridge structures owned by the Department. A significant amount of the work will be associated with the inspection of provincial bridges throughout the province using both visual and OSIM techniques and developing short- and long-term asset management plans. Duties may require extended periods of travel up to a month around the province. This work will include gathering and verifying inventory data, planning for and conducting inspections including procuring and managing external consultants, working with regional staff to coordinate and plan bridge inspection work performed by the regions, and training others in bridge inspection and the use of the Bridge Management System software (BMS). They will be required to use the BMS software. They will perform queries, analysis (budget, life cycle, risk, cost benefit) and prepare reports as required using the BMS Software and Inspection report data. The incumbent will be required to work independently. Other work duties may include assisting the engineers of the Highway Design division as required with technical engineering work in relation to the replacement and rehabilitation of bridge structures. This work may include structural design, heavy load permits, hydrology, regulatory applications, project management, preparation of plans and specifications, quantity takeoffs, cost estimates, review of engineering specifications, review of reports prepared by consultants and review and maintenance of department specifications and standards, as well as other related duties as required. Supervision of co-op students may be required.
Screening Criteria
- Graduation from an accredited university with a degree in Civil Engineering. Other disciplines may be considered.
- Experience with structural engineering
- Registered or immediate eligibility for membership as a Professional Engineer-In-Training (EIT) with a Canadian Professional Engineering Association
- Experience with structural design and/or analysis software such as AutoCAD (asset)
- Experience with project management (asset)
- Experience with bridge design and inspection (asset)

- Valid class 5 driver’s license
- Recent driver abstract satisfactory to the Employer
- Membership or immediate eligibility for membership as a Professional Engineer-In-Training (EIT) with the Association of Professional Engineers and Geoscientists of Newfoundland (PEGNL)
Conditions of Acceptance
- Extensive travel throughout the province is required
- Required to be accessible to address issues on an emergency basis with respect to concerns arising from natural events and unexpected situations
- Required to wear safety equipment such as safety boots, hardhat, safety vests, safety glasses and personal protection measures when completing onsite inspections and overseeing construction
- Ability to perform construction site visits, bridge inspections, and other activities requiring unrestricted mobility
