Job Summary
As a crucial member of the team, the Budget Execution and Financial Analyst plays a key role in the Intelligence Planning, Programming, Budget, and Execution Process. You will be responsible for developing, executing, and monitoring budgets effectively, ensuring resources are allocated optimally. This multifaceted position requires analytical skills and a keen eye for detail to oversee transactions and vouchers accurately. Your efforts will involve conducting comprehensive reviews of financial data, identifying trends, and generating insights to inform strategic decisions.
In this role, you will review, validate, and reconcile financial transactions across various systems, guaranteeing proper documentation, funding alignment, and compliance with fiscal law. Timely resolution of discrepancies is essential, maintaining the integrity of transactions throughout the execution lifecycle.
Your responsibilities extend to the ongoing development and monitoring of budgets, ensuring alignment with operational needs. A successful analyst must possess an understanding of Intelligence Community (IC) financial processes and the ability to manage complex financial data effectively while supporting expenditure forecasting.
Furthermore, you will navigate complex financial landscapes to maximize resource utilization, identify opportunities for improvement, and implement strategies for fiscal efficiency and accountability. Establishing clear communication with government stakeholders and fostering collaboration to align financial plans with organizational priorities is vital. Responsibilities
- Conduct thorough reviews of transactions and vouchers across various financial systems to ensure accuracy and compliance.
- Prepare and present weekly reports summarizing transaction activities, highlighting errors and suggesting improvements.
- Process a diverse range of voucher types, including manual vouchers and time-sensitive payments.
- Respond promptly to voucher-related inquiries and provide detailed analyses.
- Develop and maintain standard operating procedures (SOP) for consistency and accuracy.
- Assist in crafting comprehensive spend plans and monitor financial execution closely.
- Document financial commitments and obligations accurately, ensuring precise transaction processing.
- Collaborate with stakeholders to align budgets with program goals and resource utilization.
- Create detailed budget reports for various stakeholders, including NIP programs.
- Draft fiscal guidance and implement schedules for budget phases.
- Maintain records of interagency agreements to facilitate financial transactions.
- Support COTRs and the Chief of Staff by addressing their requirements effectively.
- Innovate methods to track financial execution, commitments, and expenses.
- Generate communication materials related to budgets for interagency forums.
Qualifications
- Current and active TS/SCI Clearance with Polygraph.
- Requires a BA degree and 12 - 15 years of relevant experience or a Master’s degree with 10 - 13 years of relevant experience in Finance, Accounting, or Economics.
- A minimum of 7-10 years in government budgeting with at least 3-5 years within the Intelligence Community.
- Proven expertise in government budget execution and familiarity with the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).

Pay Range
$116,350.00 - $210,325.00
