GovCIO is actively seeking a dedicated Business Analyst and Scrum Master to support the Environmental Protection Agency's Office of Information Technology (OIT) in enhancing productivity through innovative IT initiatives. This role will primarily focus on managing the transition from a legacy application as well as supporting the development and maintenance of low-code applications using platforms such as Microsoft PowerApps and SharePoint. This position offers the flexibility of fully remote work.

Key Responsibilities

  • Gather business and user requirements from stakeholders and translate these into stories to define platform functionality.
  • Utilize various techniques to conduct client requirements elicitation aimed at enhancing business processes.
  • Create comprehensive business documentation for both business and technical stakeholders, including drafting Change Requests or Defect documentation for development and testing teams.
  • Prepare documents like wireframes, design flows, and UI prototypes as necessary.
  • Ensure the integration of all business and systems requirements by supporting the technical team.
  • Collaborate with the Scrum Team, Designers, and Developers effectively.
  • Demonstrate a thorough understanding of Agile methodologies, including capacity planning, points estimating, and velocity tracking.
  • Manage the Product backlog with input from the product owner, prioritizing tasks effectively.
  • Ensure all stakeholders are represented and engaged throughout planning, development, and release processes.
  • Create user stories complete with acceptance criteria derived from business/user requirements.
  • Consult with subject matter experts and technical resources to validate request feasibility and potential solutions.
  • Work closely with the product owner to refine and prioritize the product backlog.
  • Lead a Scrum development team by organizing and facilitating key Agile ceremonies such as sprint planning, daily stand-ups, demos, retrospectives, and story grooming sessions.
  • Track and communicate team velocity and sprint/release progress to relevant stakeholders.
  • Facilitate discussions and conflict resolution to enhance team productivity and encourage a culture of continuous improvement.
  • Update Jira Agile tracking systems to maintain transparency on product and sprint backlogs.
  • Regulate the change process, ensuring that only approved changes are included in product documentation and software builds.
  • Support and potentially perform QA/testing activities to confirm that all requirements have been met by the developed software.

Qualifications

  • Bachelor's degree with at least 8 years of relevant experience or equivalent experience.

Required Skills and Experience

  • A minimum of 5 years of experience as a Scrum Master or as a Certified SAFe Agilist.
  • Proven ability to excel in dynamic environments with diverse systems and teams.
  • Strong facilitation skills to guide discussions and help team members resolve conflicts.
  • Experience with Agile project management tools (e.g., Jira, ServiceNow, etc.) is essential.
  • Exceptional verbal, written, and interpersonal communication skills, alongside strong time management capabilities.

Clearance Required

  • US Citizenship is required to obtain and maintain an EPA Public Trust clearance.

Preferred Skills and Experience

  • Experience working with government clients.

Salary Range

  • USD $105,000.00 - USD $150,000.00 /Yr.
