Business Analyst - Data Engineer

On behalf of our public sector client, Affinity is seeking a Business Analyst - Data Engineer to support the CIS Program. The role of Data Engineer encompasses several activities to collaborate and facilitate work with stakeholders to plan and build a shared analytics space that reflects the needs of all teams. Engaging across planning and architectural data design decisions, this role will ensure requirements are integrated into how the environment is built and governed.

Responsibilities

• University degree in Information Technology, Health Informatics, Computer Science, or a related discipline, or an equivalent combination of relevant education and professional experience.
• 10+ years Progressive IM/IT experience, including significant hands‑on responsibility as a data engineer or business intelligence developer in a cloud‑based environment, supporting enterprise reporting or analytics solutions.
• 7+ years Experience working with healthcare data at a hospital, community, multi‑facility, or enterprise level.

• 7+ years Experience collaborating with clinical, operational, and technical stakeholders to translate business needs into technically sound data engineering or business intelligence solutions.
• 7+ years Experience designing, building, and operating modern data platforms that support enterprise reporting and analytics, including data warehouses or lakehouses using layered architectures such as curated ingestion and dimensional models.
• 7+ years Experience working with clinical information system (CIS) data structures and reporting environments, with sufficient understanding of clinical workflows to accurately interpret, validate, and troubleshoot data outputs.
• 7+ years Experience implementing data security and privacy controls, including role‑based access, data masking, encryption, auditing, and privacy‑by‑design practices aligned with healthcare regulatory expectations.
• 7+ years Experience delivering data engineering and business intelligence solutions within structured delivery environments such as Agile/Scrum and/or Waterfall, with clearly articulated role, scope, and outcomes.
• 7+ years Experience implementing data quality and data reliability controls, including validation rules, reconciliation checks, anomaly detection, and data profiling to support trusted reporting.
