Business Analyst

About

Business Analyst responsible for ensuring business applications and processes in the areas of Individual Income Tax, Business Tax, and Real Property Tax meet organizational needs.
Location: hybrid in Washington, DC (onsite interview).

Responsibilities

• Develop and maintain an understanding of key business processes and policies for the business units, assist with process improvements, and resolve system issues to enable timely processing of business transactions.
• Track current software trends and provide recommendations for upgrading or replacing production systems to leverage improved functionality.
• Assist in gathering requirements for new or existing systems; act as a consultant on software evaluation; serve as an analyst on the system implementation team, performing fit/gap analysis, system configuration, and establishing the requirements traceability matrix (RTM); create test cases to ensure all requirements are tested prior to go‑live; collaborate with stakeholders, business subject‑matter experts, and other implementation team members to confirm the system meets the needs of the District.
• Document interface control documents (ICD) defining interfaces into and out of the new system; assist in documenting re‑engineered business processes modified during implementation; identify and document IT roles and responsibilities for maintaining the new system once implemented.
• Provide input into project planning, scheduling, and budgeting.
• Assist in developing project proposals and related financial planning, including cost/benefit analysis and business case development.
• Attend required training and perform routine administrative responsibilities.

Qualifications

Required Experience (minimum six years):

• Business analysis experience.
• Experience as a business analyst in a financial/accounting application.
• Practical ability with Microsoft Office, Project, and Visio.
• Detailed analytical abilities.
