The Direktion für Arbeit des SECO is part of the federal competence center for all core issues of labor market policy and unemployment insurance. The service area Labor Market/Unemployment Insurance (ALV) is responsible for the Unemployment Insurance Act as the clearing office of the ALV fund. As part of the IT department, the ITOFF group is responsible for the IT office, various cross-sectional functions for the application landscape of public employment services, unemployment insurance, and labor market statistics with around 6,000 internal and over 200,000 external users.

The State Secretariat for Economic Affairs (SECO) is the federal competence center for all core issues of economic and labor market policy and is part of the Federal Department of Economic Affairs, Education and Research (EAER). It promotes international market opening for goods, services and investments. To reduce poverty, SECO is involved in economic development cooperation. It plans economic and trade policy measures for developing countries, Eastern European and Central Asian countries, and the new member states of the European Union (EU).

Responsibilities

  • Analyze and document functional requirements in the IAM environment, select suitable methods for requirements gathering, and translate complex needs into actionable solutions
  • Actively shape the future IAM landscape by modeling processes, roles, and information flows, and by bridging the gap between business, architecture, and IT security
  • Ensure compliance and decision-making ability by aligning requirements with data protection and security specifications and by providing well-founded decision-making bases
  • Accompany agile implementation, prioritize requirements based on business impact, and support story creation and acceptance
  • Ensure long-term knowledge and quality by developing understandable technical concepts, conducting targeted tests, and creating practical training materials

Qualifications

  • Bachelor's / Master's degree in Business Informatics or equivalent qualification (Swiss Federal Diploma) with further training in SCRUM, SAFe, and several years of professional experience
  • Sound knowledge in IAM and specialized knowledge in business and requirements engineering in software development
  • Teamwork skills, enjoyment of agile working, and independent and self-responsible action
  • Strong analytical and conceptual skills, assertiveness, networked thinking, and high performance motivation
  • Good active knowledge of two official languages ​​in spoken and written form, as well as good English skills
