About the role
Responsibilities
- Conducts in-depth due diligence on foreign entities involved in statutorily mandated transactions. This includes analyzing complex corporate structures, foreign ownership, investment details, and investigating adverse media and public records.
- For each new case, authors the "Program Impact Assessment," which identifies affected DON programs and articulates the initial theory of harm, incorporating trend data from the Economist to provide broader context.
- Authors the "Preliminary Risk Assessment" for relevant Program Offices, outlining the transaction, identified risks, and a set of draft mitigation questions.
- Presents findings, verbally and in writing, to senior audiences and the interagency.
- Serves as the team's subject matter expert on the DoW Team Telecom review process for applications submitted to the Federal Communications Commission (FCC).
- Analyzes applications for the transfer, assignment, or control of FCC licenses to assess potential threats to national security, law enforcement infrastructure, and public safety.
- Specializes in identifying vulnerabilities in telecommunications networks, supply chains, and data security protocols that could be exploited by foreign adversaries.
- Prepares detailed written risk analyses, threat assessments, and proposes specific mitigation strategies (e.g., security agreements) for inter-agency review by The Committee.
- Serves as the primary interface for DON Program Offices. Coordinates meetings with program managers and engineers who have equity in a transaction to understand their specific technologies, vulnerabilities, and concerns.
- Manages the end-to-end case workflow, ensuring all procedural steps are met, documented, and that all routine inquiries from program offices receive a timely response.
- Specializes in identifying and assessing national security risks in transactions that are not subject to formal CFIUS review, providing a critical capability to address regulatory gaps.
- Facilitates the development and implementation of custom mitigation strategies for these non-traditional risks, ensuring DON equities are protected even without a formal inter-agency mandate.
Qualifications
- Outstanding skills in quantitative analysis and statistical techniques.
- Self-motivated and self-monitoring, exceptional oral and written communications, and ability to multi-task.
- Excellent organizational skills and attention to detail.
- Experience editing technical documents to ensure proper format, grammar, and style.
- Highly proficient in Microsoft Office Suite, including Word, PowerPoint, and Excel.
- Bachelor's degree required.
- 3-7 years of experience in working with the DoD or DON programs within specified technical or operational areas to include FIR, CFIUS support, outbound investment, and non-notify reviews.
- Analysts should have backgrounds across finance, business analytics, policy analysis, or intelligence analysis with demonstrated ability to speak and write at an executive level.
- Experience working in an Echelon 1 organization and working with SES/FO/GO is highly recommended.
- Active Top Secret clearance.
- Must be a U.S. citizen.
