Position Overview
We are seeking an experienced Engineering Manager to lead a team of civil engineers focused on municipal infrastructure and water-related projects. The Engineering Manager will be responsible for delivering technically excellent, safe, and on-budget projects while developing staff, building client relationships, and supporting business growth. This role requires a Professional Engineer (PE) license with strong leadership skills and solid experience working with municipalities on water resources, wastewater, and drinking water systems.
Key Responsibilities
- Lead, mentor, and manage a multidisciplinary civil engineering team, setting goals, conducting performance reviews, and fostering professional development.
- Oversee project delivery from proposal through design, construction support, and closeout, ensuring technical accuracy, schedule adherence, and client satisfaction.
- Serve as the primary client-facing lead for municipal clients, maintaining strong relationships and acting as a trusted advisor on capital improvement and infrastructure programs.
- Manage project budgets, forecasts, workload projections, invoices, and monitor profit and loss/P&L performance to meet financial targets.
- Coordinate and review design work, technical reports, calculations, specifications, and plans to ensure compliance with codes, standards, and quality control/QC/QA procedures.
- Lead business development and proposal efforts, support contract negotiation, and pursue opportunities to grow revenue and service offerings.
- Drive operational improvements and standard practices for project management, quality assurance, and risk mitigation.
- Coordinate with regulatory agencies and oversee water testing, permitting, and compliance activities related to water resources, wastewater, and drinking water projects.
- Provide construction phase support and contract administration, including change order management and resolution of technical issues.
- Implement and maintain safety and quality programs across projects and ensure teams follow established protocols.
Qualifications
- BS in Civil Engineering and Professional Engineer (PE) license required.
- 8+ years of civil engineering experience with a significant portion working on municipal projects (water resources, wastewater, and/or drinking water systems).
- Minimum 3 years of experience in a leadership or supervisory role managing engineers and technical staff.
- Proven client-facing experience with strong written and verbal communication skills and the ability to build and maintain municipal relationships.
- Demonstrated experience in project management, including budgeting, workload projections, invoicing, and P&L oversight.
- Strong knowledge of municipal infrastructure, capital improvement planning, permitting, and regulatory compliance.
- Comfortable leading business development activities, proposal preparation, and contract negotiations.
