This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology, Information Security and Privacy Group, Division of Strategic Information.

As an IT Specialist (Data Management), referred to as Data Engineer, GS-2210-13, you will maintain the infrastructure for collecting, storing, and transforming raw data into usable information for data scientists, analysts, and other stakeholders.

Duties

  • Develop and manage robust, scalable data systems including databases, data warehouses, and cloud/on-premises architecture to support CMS operations.
  • Create ETL (Extract, Transform, Load)/ELT (Extract, Load, Transform) workflows to move, transform, and clean data from multiple sources into centralized repositories for analytics.
  • Implement validation and cleansing methods, and monitor system performance.
  • Collaborate with cybersecurity teams to enforce federal security standards.
  • Work with data scientists and stakeholders to meet analytical needs.

Requirements

  • Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment. The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
  • Must be able to obtain and maintain a Top Secret security clearance based on a Special Background Investigation (SBI) with eligibility for sensitive compartmented information (SCI).

  • One-year probationary period may be required.

BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four competencies listed:

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

In order to qualify for the GS-13 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:

  1. Architecting and maintaining scalable, secure, and high-performance data systems that support enterprise analytics and operations; AND
  2. Building automated workflows and data pipelines to efficiently extract, transform, and load data from diverse sources; AND
  3. Using cloud platforms (e.g., AWS, Azure, GCP) and big data frameworks (e.g., Spark, Kafka) to implement modern, cost-effective data solutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
