Data Linkage Program Manager

CALIBRE Systems, Inc., an employee-owned, mission focused solutions and digital transformation company, is looking for a highly motivated Program Manager to join our dynamic team supporting a federal client. This position leads execution and oversight of federally compliant data linkage services, ensuring secure, accurate, and timely delivery of linked datasets and program outcomes.

Responsibilities

• Provide overall leadership and management of contract activities, personnel, and deliverables
• Oversee planning and execution of all data linkage activities, including PII-based and privacy-preserving linkage processes
• Ensure timely delivery of weekly and monthly program status reports with cost, metrics, and progress updates
• Direct implementation of repeatable and automation-ready linkage processes
• Ensure compliance with data security, privacy, and governance requirements for federal datasets
• Oversee documentation of linkage methodologies, metadata, and quality metrics
• Coordinate transition activities and stakeholder communication across government and program participants

Required Skills

• Bachelor’s degree in Bioinformatics, Health Services Research, Economics, or related field
• At least 2 years managing projects of similar size and scope
• At least 2 years’ experience with risk management, quality assurance, and data security for federal datasets
• Experience with Centers for Medicare & Medicaid Services (CMS) or federal health-related datasets and linkage methods
• Professional certifications commensurate with duties
• Technical background to include technology, network devices, hardware and software

Required Experience

• Bachelor’s degree in Bioinformatics, Health Services Research, Economics, or related field
