The Strategic Division (SD) supports high‑reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE). Services include data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.
The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning, decision making, and program management. SSAG integrates deep client knowledge, advanced analytics, and subject matter expertise to provide timely and objective technical, operational, programmatic, acquisition, and policy analysis.
SPA has an immediate need for a full‑time Deterrence Technology Program Manager (PM) to coordinate efforts on multiple high‑visibility programs and projects and oversee a team of 30 junior, mid, and senior level analysts.
Responsibilities
- Develop and implement program strategies and goals aligned with organizational objectives.
- Manage and coordinate multiple interconnected technical analytic and policy‑related projects.
- Manage program budgets and resources (approximately $8 M and 30 personnel).
- Maintain quality control of contract deliverables.
- Oversee projects and manage Level of Effort (LOE) for personnel.
- Monitor project progress, timelines, and performance; ensure accurate and timely product delivery to clients.
- Collaborate with and manage relationships with clients.
- Identify, assess, and mitigate program risks and issues; develop contingency plans.
- Provide relevant, objective, timely, and clear analytical support to SSAG customers through the Sea Based Strategic Deterrent (SBSD) Integration War Room and SSAG’s analytic tool suite (including PROMETHEUS, COMSTAT, and NISE).
Qualifications
Required
- Bachelor’s Degree.
- Active Secret (or higher) security clearance and the ability to gain and maintain a TS/SCI clearance.
- Program Manager experience.
- 7 years of experience managing programs involving Navy submarines, Strategic Weapon System (SWS), or Nuclear Deterrence.
- Experience leading and reviewing analytical frameworks and reports.
- Strong interpersonal skills and superior communication skills for briefing senior leaders, both verbally and in writing.
Desired
- Program Management Professional (PMP) Certification.
- Master’s degree.
- Experience working with SSP.
