EPS Lead Full Stack Developer

NC Dept. of Health and Human Services is seeking an EPS Lead Full Stack Developer to facilitate the development of critical systems for Medicaid Enterprise System Project. This full stack developer will serve as an application developer for NCDHHS in the design, development, and maintenance of Web Portal with Angular/React/Java/JEE based applications. Practical experience in building enterprise applications is required.

Responsibilities

• Design, develop and maintain web-based solutions using Angular, React.js, Spring Boot, JAXB, JAX-WS, JAX-RS, JPA, Java EE, Spring framework, Hibernate and MyBatis.
• Create and validate SOAP and REST based clients and web services.
• Develop, test, debug, document, and maintain Java/JEE applications.
• Work with project manager, project management staff, other project team members, and stakeholders.
• Plan and complete assigned work, communicate effectively orally and in writing.
• Motivate and work with people; quickly adapt to new technical environments.
• Manage multiple projects with dynamic priorities.
• Develop and maintain system documentation, including technical specifications, data mapping, program logic and flowcharts.

Qualifications

• 5 years experience translating business requirements into technical solutions.
• 5 years experience in Security Layer, Presentation Layer, Services Layer, Data Persistence Layer and Execution Layer.
• 5 years experience in Angular/React Framework.
• 1 year experience in Angular/React with Architecture, Components, Routing & Navigation (Single page and Multi-page Application).
• 3 years experience in SAML SSO.
• 5 years experience in Bootstrap 3.0/4.0.
• 3 years experience designing and deploying Application Framework: Spring Boot.
• 3 years hands-on experience in Visual Studio Code Editor, JavaScript, Node.js, SVN, Eclipse, Spring Tools, Gradle.
• 5 years experience on Java/J2EE, Spring Boot.
• 3 years experience participating or leading projects using Agile methodology.
• Experience in AWS Cloud architecture with EC2 instance, ECS, build and deployment.
• 3 years experience in Data Tables with update, delete, add function, File Upload and Download with encryption, Bootstrapping, Reusable components, Graphs.
• 3 years experience in Dashboard, Reusable Templates, CSS, SCSS, Authentication using LDAP, Authorization with security roles, Lazy loading, Angular API.
• 5 years experience developing REST API to retrieve data from backend and display data in data table, RxJS library usage, Master Detail components.
• 3 years experience in Spring Framework, JUNIT4, HTML, XML, JSON, JavaScript, CSS and Gradle.
• Excellent verbal and written communication skills.

Additional Information

• Must have implemented SAML SSO using React and REST API.
• Must have AWS Cloud experience.
• Experience using application servers like WebSphere, Tomcat.
• Good understanding of enterprise architectural patterns including JEE design patterns.
• Good understanding of relational database concepts, specifically Oracle.
• Experience in MMIS subsystems is preferred.
• Strong debugging and problem-solving skills.
• Knowledge of enterprise architectural patterns including JEE design patterns.
• Must have worked with Java reflection and XML parsing.
• Basic understanding of database maintenance, ETL concepts, data analytics, client-server application architecture, telecommunications aspects of multi-platform systems.
• Knowledge of Software Development Life Cycle, Code Deployment in cloud, security model, Agile, and Scrum.
• Proven experience with multiple operating systems: Linux/Unix/Windows.
• Ability to work in a fast-paced environment and prioritize multiple tasks.
• Understand and interpret customer requirements and develop solutions to meet requirements.
• Cloud deployment is a plus.
