The Government Experience (GX) Foundry team designs, builds, buys, and sustains digital products for Franklin County colleagues and residents that build trust in government services, intentions, and competence one human-centered experience at a time.

Our Digital Accessibility team (new in 2026) will develop and deploy accessibility knowledge, strategy, consulting, skills, and tools to peer teams and partner agencies across the county to meet all citizens where they are, regardless of ability.

Job Summary

The Digital Accessibility Program Manager (DAPM) serves as the county's primary subject matter expert on digital accessibility. The DAPM provides county-wide leadership and hands-on support to help agencies achieve and sustain compliance with ADA Title II accessibility regulations across websites, applications, documents, apps, social media, and other digital content.

This role functions as an internal consultant and program strategist, partnering with agencies, content creators, legal advisors, and procurement leaders to build skills, processes, and infrastructure for accessible digital government services. It combines technical accessibility expertise with change management, stakeholder engagement, training, and project coordination.

Essential Duties and Responsibilities

Program Leadership & Governance

  • Design and improve a county-wide digital accessibility program aligned with ADA Title II and WCAG.
  • Develop accessibility standards documentation and a multi-year compliance roadmap.
  • Define program metrics, KPIs, OKRs, and reporting approaches.
  • Manage accessibility grievances and complaints.
  • Monitor regulatory developments and advise leadership.

Shared Services Consulting & Advisory

  • Serve as primary accessibility consultant to all county agencies.
  • Ensure accessibility readiness assessments are conducted.
  • Advise on accessibility implications of new technology initiatives.
  • Collaborate to ensure ongoing accessibility compliance.

Compliance Assessment & Auditing

  • Prioritize and coordinate accessibility audits using automated tools and manual testing.
  • Develop formal audit reports with findings and recommendations.
  • Evaluate vendor Accessibility Conformance Reports.
  • Oversee ongoing accessibility monitoring.

Remediation Planning & Coordination

  • Direct prioritization and coordination of remediation efforts.
  • Establish guidelines and technical specifications for accessible content.
  • Maintain accessible document templates and standards.

Training & Capacity Building

  • Design accessibility training programs for diverse audiences.
  • Maintain a library of training resources.
  • Create and lead Communities of Practice and identify accessibility champions.

Vendor & Procurement Oversight

  • Collaborate with procurement and legal teams on accessibility provisions in contracts.
  • Evaluate VPAT documents and direct verification testing.
  • Maintain a registry of assessed tools and platforms.

Additional Responsibilities

  • Recommend and oversee outsourcing of work to contractors.
  • Make build-vs.-buy tradeoff choices for work delegation.
  • Maintain close working ties with peer teams within FCDC.
  • Other duties as assigned.

Requirements
