About

We are seeking an experienced Digital Learning & Capability Programme Manager to lead the development of a global Digital Skills Framework and wider digital learning strategy within a large, complex international organisation.

This role will be responsible for defining digital capability requirements, building scalable learning pathways, and driving the implementation of enterprise-wide digital learning initiatives aligned to future business needs.

The successful candidate will combine strong programme leadership with experience in digital capability development, stakeholder engagement, governance, and large-scale learning transformation.

Key Responsibilities

  • Lead the design and delivery of a global Digital Skills Framework across multiple business functions
  • Define capability maturity models across key digital domains such as AI, data literacy, digital tools, automation, and digital transformation
  • Partner with senior business and digital leaders to identify capability gaps and future skills priorities
  • Translate business requirements into structured learning pathways, curricula, and scalable development programmes
  • Develop audience-based learning journeys aligned to organisational capability objectives
  • Create and manage programme governance, delivery plans, timelines, risks, and reporting
  • Coordinate with SMEs, HR, Learning & Development teams, and third-party providers to ensure high-quality learning solutions
  • Drive stakeholder alignment across Digital, HR, Learning, and transformation teams
  • Support vendor selection and management for externally developed learning content
  • Develop rollout and implementation strategies for global deployment
  • Establish KPIs, reporting frameworks, and continuous improvement mechanisms to measure learning effectiveness and capability growth
  • Ensure all learning initiatives support accessibility, inclusion, and modern learning principles

Required Experience

  • Proven experience managing large-scale Learning, Capability, or Digital Transformation programmes
  • Strong experience designing Digital Skills Frameworks or enterprise capability models
  • Experience building learning pathways, curricula, and structured development programmes
  • Strong understanding of digital capability areas such as:
    • AI and emerging technologies
    • Data literacy
    • Digital transformation
    • Digital ways of working
  • Excellent programme governance and stakeholder management skills
  • Experience working with senior leadership teams in complex global organisations
  • Ability to challenge, influence, and align multiple stakeholder groups
  • Experience managing third-party learning vendors and external providers
  • Strong analytical and strategic thinking capability

Preferred Experience

  • Experience within enterprise-wide workforce transformation or upskilling programmes
  • Exposure to global learning operations and LMS platforms
  • Experience working across multinational or matrix organisations
  • Familiarity with modern learning methodologies and capability assessment frameworks

  • Strategic and commercially aware programme leader
  • Strong communicator with excellent organisational and stakeholder management skills
  • Comfortable operating in ambiguous and evolving environments
  • Able to balance strategic framework design with hands-on programme delivery
