Reports to: Director of Engineering

Supervises: Supervisory, professional, technical, and administrative support staff.

Definition

Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of an Engineering Division providing professional engineering services for the District's capital improvement projects. Participates in policy and strategy development for division operations. Manages division resources to improve productivity and customer service. Provides complex support to the Director of Engineering.

May manage one or more of the following division programs:

  • Development Services Division
  • Land Survey Division
  • Right of Way Division
  • Construction Inspection Division

Essential Functions

  • Plans, manages, and oversees daily functions and activities of an Engineering division.
  • Participates in development and implementation of division goals, objectives, policies, and priorities.
  • Monitors efficiency and effectiveness of programs and procedures.
  • Assesses workload, administrative and support systems, and reporting relationships.
  • Identifies opportunities and recommends improvements.
  • Participates in budget development, administration, and oversight.
  • Determines funding needs and ensures budget compliance.
  • Participates in staff selection, training, motivation, and evaluation.
  • Works with employees to correct deficiencies; recommends discipline and termination.
  • Develops and manages requests for proposals; prepares scope of work and technical specifications.
  • Evaluates proposals, recommends awards, negotiates, and administers contracts.
  • Provides quality control on work products including reports and construction drawings.
  • Addresses project design requirements and issues; develops solutions.
  • Conducts outreach to stakeholders.
  • Reviews hydraulic modeling analyses and oversees water demand studies.
  • Conducts organizational and operational studies; recommends program modifications.
  • Supports other District departments and assists with permitting compliance.
  • Prepares and presents reports and correspondence.
  • Serves as liaison with other departments and outside agencies.
  • Attends professional meetings; stays current with engineering trends.
  • Monitors regulatory and technological changes; implements approved policy changes.
  • Investigates and responds to problems and complaints professionally.
  • Maintains division files.
  • Ensures compliance with safety rules and protocols.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in civil, electrical, mechanical engineering or related field.
  • Seven years of professional engineering experience, including three years in program management.
  • Valid California Driver's license.
  • Valid Professional Engineer registration from the State of California.
