Responsibilities

  • Provides specialized expertise in consolidation, governance, and continuous improvement of Engineering portfolio data to enable a reliable, auditable, and scalable portfolio data system and successor platforms.
  • Supports the ongoing operation and maturation of the Engineering portfolio data system by maintaining a consolidated, validated inventory of Engineering projects, programs, and studies.
  • Prepares and delivers insightful portfolio performance reports highlighting trends, risks, and opportunities to inform executive decision-making.
  • Develops and maintains portfolio reporting frameworks leveraging data-informed insights and governance models.
  • Collaborates with management and delivery teams to recommend adjustments to automation and ETL approaches.
  • Oversees end-to-end portfolio governance of portfolio data taxonomy initiatives.
  • Supports development, maintenance, and adoption of standardized portfolio level data definitions.
  • Facilitates workshops and discussions enabling dynamic project prioritization and resource optimization.
  • Provides recommendations to management and executives on funding, resourcing, and workforce implications.
  • Develops reports and communications relating to portfolio metrics for teams, senior executives, and the board.
  • Maintains dashboards and reporting tools offering real-time visibility into portfolio health and performance metrics.
  • Contributes to development of portfolio governance frameworks.
  • Assists in creating and managing portfolio management policies, methodologies, and processes.
  • Supports integration of portfolio data with downstream systems.
  • Identifies opportunities to reduce manual effort and improve consistency by automating data intake, updates, and validation.
  • Manages selection, training, skill development and performance of consultants and/or temporary staff; negotiates and manages contracts and agreements; provides input in departmental budget.
  • Monitors and tracks project financials to support execution of future initiatives.
  • Provides data informed recommendations and advisory services to management and executives on funding, resourcing, workforce and capacity impacts, and portfolio tradeoffs.

Qualifications

  • Bachelor’s degree in Business Analytics, Information Technology, or a related field.
  • Minimum of 5 years of experience in data analysis or data management supporting strategic initiatives and portfolio management practices.
  • Strong analytical skills with ability to evaluate complex information and make strategic decisions.
  • Excellent storytelling skills to craft compelling narratives.
  • Adept at conducting workshops and facilitating discussions around technology and innovation.
  • Working knowledge of data governance concepts including validation rules, access controls, versioning, and auditability.
  • Experience working with current market prevalent project management information systems (preferred).
  • Proficiency in data analysis tools and software such as Excel and Power BI.
  • Experience crafting executive-level reports and enterprise-wide communications.

Assets

  • Experience with Microsoft Dataverse, Power Platform, or comparable enterprise data platforms.
  • Experience supporting automated workflows to improve data reliability and reduce manual processing.

  • Recruitment Process includes demonstration of qualifications and experience.
  • Work Schedule: 37.5 hours per week.
  • Work Designation: Hybrid (both on-site and remotely within B.C.).
  • Rate of Pay: $84,480 - $126,720 per annum, based on education, experience, skills, and qualifications.
  • Total Compensation Package includes Extended Health, Dental, Transit Pass, Public Service Pension Plan, and other employment offerings.
