About the role
Overview
The Engineering Program Manager will play a key role in the successful execution of complex Military Construction (MILCON) and Installation Communication Grid (ICG) modernization efforts for Marine Corps Installations Command (MCICOM). This position requires a seasoned professional with a deep understanding of Department of War (DoW) construction processes, telecommunications and information systems infrastructure, communications facilities and data center design best practices, and the ability to coordinate technical efforts to ensure alignment with Marine Corps requirements and capabilities. The Engineering Program Manager will be responsible for ensuring the implementation of optimal infrastructure solutions while mitigating risks and overseeing technical teams. This position will also serve as a technical SME to MCICOM. The Engineering Program Manager will be required to connect deep technical implementations with mission requirements while driving projects forward, building stakeholder consensus, and owning an end-to-end delivery process with our client.
Responsibilities
- Serve as the primary technical lead coordinating MILCON and ICG development efforts to ensure alignment with Marine Corps requirements and capabilities, including Installation Communication Grid (ICG) and telecommunications infrastructure initiatives
- Combine broad technical expertise with non-technical relationships and consensus building skills to help understand and align clients to infrastructure solutions across MCICOM, Marine Corps installations, and other key stakeholders
- Lead and manage MILCON projects from initial concept through closeout, including requirements definition, documentation development (DD 1391s, cost estimates, etc.), design reviews (35%, 65%, 95%, 100%), construction execution, quality assurance, and operational turnover
- Oversee planning, design, installation, and integration of ICG and supporting infrastructure across Marine Corps installations, including fiber optic backbone networks, copper distribution systems, power and environmental systems, communications facilities ancillary systems, and wireless infrastructure components
- Ensure the implementation of best-of-breed technologies while mitigating risks and overseeing the work of diverse technical teams, including compliance with Unified Facilities Criteria (UFC), DoW construction standards, and NAVFAC guidelines
- Collaborate with Marine Corps stakeholders to ensure successful integration of telecommunications solutions into installation IT infrastructure, including Outside Plant (OSP) fiber optic installations, conduit systems, and network equipment shelters
- Develop and manage project schedules using Critical Path Method (CPM) and maintain Integrated Master Schedules (IMS); coordinate with key stakeholders for design and construction execution
- Develop and maintain technical documentation, including system architecture diagrams, as-built drawings, technical specifications, and GIS database updates; develop infrastructure roadmaps spanning multi-year windows
- Provide technical guidance and support to Marine Corps personnel, installation G-6 staff, Public Works Departments, and contractors
- Ensure ICG designs meet the appropriate standards and cybersecurity requirements; integrate ICG requirements into MILCON vertical construction projects
- Manage telecommunications infrastructure projects including trenching, boring, aerial installations, and fiber optic cable splicing and testing
- Assist with the development of funding requests and justifications for MILCON and O&M appropriations
- Conduct constructability reviews, design quality assessments, site visits, and construction progress inspections
- Provide regular status reports to internal leadership, MCICOM leadership, and senior Marine Corps stakeholders
Qualifications
- Bachelor's degree in Engineering (Civil, Electrical, Telecommunications), Construction Management, or related technical field or significant relevant experience and technical certifications/qualifications.
- At least 10 years of progressive experience in program/project management, including solution architecture, telecommunications infrastructure deployments, and construction management
- Minimum 5 years of direct experience with DoW MILCON process from programming through construction closeout
- Minimum 8 years of hands-on experience with Installation Communication Grid (ICG) planning, design, and implementation
- Minimum 8 years managing telecommunications infrastructure projects valued at $10M or greater
- Experience interfacing between deeply technical teams, construction practitioners, and senior stakeholders; proven ability to build cross-functional consensus and develop project roadmaps from scratch
- Direct experience with Marine Corps or DoW standards and requirements for MILCON, telecommunications infrastructure, and ICG — including familiarity with MCEN, UFC 3-580-01, and NAVFAC processes
- Experience working with Marine Corps stakeholders across installations, NAVFAC, USACE, DISA, and contractor teams
- Excellent communication skills with demonstrated ability to brief complex technical concepts to senior leadership
- Expert knowledge of MILCON processes including DD Form 1391 development, Military Construction Codification System (MCCS), Design-Bid-Build and Design-Build delivery methods, Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS)
- Comprehensive understanding of ICG architecture, fiber optic network design and installation (single-mode and multi-mode), structured cabling systems (TIA/EIA standards), network topology and redundancy requirements, and Telecommunications Infrastructure and Pathways Spaces standards
- Proficiency with telecommunications infrastructure construction methods including Outside Plant (OSP) engineering, horizontal directional drilling (HDD), trenching operations, fiber optic splicing and testing methodologies, and conduit/manhole systems
- Knowledge of relevant standards: Unified Facilities Criteria (UFC) particularly UFC 3-580-01, TIA-568, TIA-569, TIA-606 standards, National Electrical Code (NEC) Article 770, and BICSI standards
- Experience with Integrated Master Schedule (IMS) development; ability to read and interpret construction drawings, specifications, and technical documents; proficiency with cost estimating tools
- Active Secret clearance required
- Must be a U.S. Citizen
Desired Qualifications
- Experience supporting Marine Corps operational installations (e.g., Camp Lejeune, Camp Pendleton, Marine Corps Air Stations), with an understanding of how telecommunications infrastructure is planned, designed, and deployed in training and operational environments
- Experience delivering infrastructure for expeditionary Marine Corps operations, including work in austere environments and familiarity with tactical communications systems integration
- Project Management Professional (PMP)
- BICSI Registered Communications Distribution Designer (RCDD), Professional Engineer (PE), or Certified Construction Manager (CCM)

$175,000.00 - $215,000.00 per year
