About the role

Duties

  • Serve as a Project Manager and Contracting Officer's Representative (COR) for critical facility infrastructure projects.
  • Develop detailed scopes of work, cost estimates, and schedules.
  • Oversee contractor performance and ensure all work complies with specifications, industry standards, and applicable codes.
  • Analyze complex building systems (including HVAC, power, and life safety) to assess performance, identify deficiencies, and ensure operational reliability.
  • Develop, implement, and manage comprehensive preventive maintenance and major repair programs.
  • Act as the technical expert for the operation, maintenance, and repair of mission-critical utility infrastructure and building systems.
  • Manage, analyze, and troubleshoot highly complex power, building automation (including SCADA), and fire protection systems to ensure 24/7 readiness.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • May be required to successfully complete a probationary/trial period.
  • Must be determined suitable for federal employment.
  • Required to participate in the direct deposit program.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Designated as a MISSION ESSENTIAL EMPLOYEE; may be required to report for or remain at work during adverse weather conditions.
  • May require work other than normal duty hours, including evenings, weekends, holidays, and/or overtime.

Qualifications

  • Education: Undergraduate and Graduate Education in engineering, industrial arts, property management, or business administration.
  • Specialized Experience for positions above GS-5 includes managing maintenance programs for various facilities, conducting surveillance over maintenance operations, and performing maintenance work including cost estimation and directing operations.
  • GS-12 level qualification requires one year of specialized experience equivalent to GS-11.
  • GS-13 level qualification requires one year of specialized experience equivalent to GS-12.
  • Experience includes applying principles of facility administration, knowledge of government leases, contracts, program management, facilities policies and regulations, and technical aspects of facility operations.
  • Experience includes paid and unpaid work, including volunteer service.
