Financial Analyst – Enterprise Financial Systems Modernization
A large public-sector organization in Virginia is undertaking a major modernization of its Fiscal Agent Services (FAS) platform, transitioning core financial and claims‑related operations from a legacy mainframe environment to a modern cloud‑based architecture on Microsoft Azure. To support this initiative, the organization is adding multiple Financial Analysts to ensure financial accuracy, data integrity, and operational consistency across internal teams and external vendors.
Pay: $30‑38/hr, based on experience
Role Overview
The Financial Analyst will work within the organization’s enterprise financial systems group, supporting cash management, financial reporting, data validation, and testing activities tied to the modernization of the FAS system. The role blends financial analysis, business analysis, and system testing responsibilities.
Key Responsibilities
- Support cash management processes, including receipt and return of funds through the FAS platform (Oracle Financials).
- Analyze financial data across claims, reporting feeds, and vendor submissions to ensure accuracy and alignment.
- Gather and document financial requirements related to third‑party liability, fund collection, and fund return workflows.
- Investigate financial transactions to determine appropriate processing and reconciliation.
- Participate in system testing cycles with the fiscal agent vendor, executing test scenarios to identify anomalies and validate reporting outputs.
- Collaborate with cross‑functional teams to ensure financial processes align with system functionality during and after modernization.
Required Skills & Experience
- 4–5+ years of experience in Financial Analysis, Financial Reporting, or Accounting.
- Advanced Excel proficiency, including pivot tables, data manipulation, and complex analysis.
- Strong analytical and problem‑solving skills with the ability to interpret financial data.
- Excellent communication skills and a team‑first mindset.
- High attention to detail and strong logical reasoning.
Preferred Qualifications
- Experience with large‑scale financial systems or enterprise financial operations.
- Background in financial planning and analysis (FP&A).
- Familiarity with system modernization or cloud migration initiatives.
Work Environment
- Hybrid schedule: 3–4 days per week on‑site in Richmond, VA during initial phases.
- Potential to transition to a primarily remote schedule as responsibilities stabilize.
- Collaborative environment working closely with financial, technical, and vendor teams.

Job Type & Location
This is a Contract position based out of Richmond, VA.
Pay and Benefits
The pay range for this position is $55.00 – $68.00/hr.
