About the role
Description
This position offers comprehensive accounting, auditing, budgeting, and financial support services for the CPO Administrative Services Division (ASD) and specific program offices.
Key Responsibilities:
- Maintain subsidiary ledgers, balance/reconcile accounts weekly, and prepare documents for cost adjustments.
- Review invoices, reconcile budget execution data, and prepare monthly expenditure vs. spend plan reports.
- Prepare budget formulation narratives, exhibits, and Q&A documents for formal budget submissions to OAR, NOAA, DOC, OMB, and Congress.
- Forecast future budgetary needs by performing specialized analyses on historical expenditure data.
- Prepare cooperative/reimbursable agreements and Memorandums of Understanding (MOUs) for routing and approval.
- Maintain official digital files ( "jackets ") documenting decision processes and funding approvals.
Required:
- BS/BA in relevant fields
- Proven experience (> 5 years) in financial/budget analyses
- Strong organizational skills; attention to detail
- Strong written and verbal communication skills
- Understanding relevant policies and regulations with respect to federal budgeting
Preferred:
- Previous experience in a similar capacity

- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Project), Google Workspace (Mail, Docs, Sheets, Slides)

- Strong foundation in ethical behavior, sound business judgment, and thorough research capabilities.
