Data Analyst – Senior | Financial Data Analyst

Essential Duties, Responsibilities, and Requirements:

Data Analytics – Senior Analyst (ICTL):

The Contractor shall provide a Senior Analyst who shall be responsible for the ICTL analytics application. The Analyst should possess the following:

• 5+ years’ experience in the DoD and MHS Health System environment with an understanding of medical readiness standards and metrics.
• Bachelor’s Degree level degree in Statistics, Analytics, or related field
• Experience developing analytical dashboards within Army MEDCOM environments leveraging leading business intelligence solutions like Tableau, Power BI, and/or Qlik.
• Experience with data systems.
• Understanding of various Enterprise systems such as GFEBS, M2, AHLTA, and CHCS
• Experience in preparing White Papers, EXSUMs, CONOPS, Technical SOPs, Process Flow Methodology and SITREPs.
• Experience using PPBE and IT System Rationalization efforts.

Regular Tasking:

• Perform operational research, economic analysis, and data visualization.
• Develop reports, presentations, and documents by utilizing various PC skills, software applications and Army Readiness and health care knowledge to assist in communicating information to various segments of the organization.
• Applies knowledge and experience to obtain, integrate and report client data; develops and applies analytic methodologies and principles. Leads the application of analytic techniques and helps define project objectives and strategic direction. Resolve complex problems, which require in-depth knowledge of analytic methodologies and principles. Analyzes acquisition data, formulates conclusions and recommendations, designs, and develops materials and evaluates effectiveness in accordance with stated guidelines, specifications, and models.
• Presents findings of analyses of specific strategic and operational issues as requested. Conducts research, data gathering, and technical reviews. Produces written deliverables to include reports, spreadsheets, databases, presentations, formal process mapping, technical design, system testing and implementation activities.
• Support the interpretation of strategic, business and market research data and draw conclusions and formulate recommendations to assist in the development of strategic initiatives, business planning and promotion of key services to improve medical Readiness throughout the Army using military resourcing and MHS automated information systems.
• Provide data retrieval from the data systems to support forecasting of Army Medical Readiness requirements resourcing and operations. The scope of the data retrieved, analysis of data, and timelines for completion shall be submitted to the program manager.
• Troubleshoot issues in reports related to data. Assimilates, integrates, and interfaces technical knowledge with business/system requirements.
