Job Summary
The Financial Management Service (FMS) Analyst will ensure that OCHN has the capacity to adhere to state and local Self-Determination policies, standards, rules and regulations to support individuals with an intellectual/developmental disability, serious mental illness, and co-occurring disorders. The Financial Management Analyst will be responsible for the day-to-day operational tasks associated with all the activities performed on behalf of the individuals who Self-Direct their serves by any of the Financial Management Services agencies contracted with OCHN. The Financial Management Service Analyst will ensure all components identified by MDHHS regarding Self-Directing services are in place for each of the individuals who Self-Direct their services. Will have oversight of the self-directed services model for Oakland Community Health Network. Staff will be responsible for contracting, procedures, service delivery oversight, data collection and management, collaboration, and conflict resolution at both the PIHP and MDHHS level.
Essential Functions
Under direction:
- Responsible for the oversight of FMS contracts.
- Develop finance tracking tools to review individual and aggregate budgets via monthly budget reports provided from each Financial Management Service agency.
- Responsible for contract management of Fiscal Management Services contract.
- Work collaboratively with the OCHN IT Department to establish monthly reports to ensure Financial Management Service agencies are billing only when they pay for services within the month.
- Serve as the primary contact for any barriers from the contracted Financial Management Service agency staff.
- Working knowledge and appropriate use of PIHP/CMHSP encounter reporting for HCPCS and Revenue Code.
- Working knowledge and appropriate use of the Medicaid definitions for the most frequently Self-Directed services; Community Living Supports and Respite.
- Ensure Financial Management Service agencies have authorizations consistent with services provided.
- Develop procedure for overutilization of services.
- Facilitate monthly meetings with Financial Management Service agencies to discuss operational processes, barriers, or updates to maintain ongoing quality improvement.
- In conjunction with OCHN Quality Department, develop corrective action plans for any non-compliance of the four contracted Financial Management Service agencies as needed.
- Responsible for assistance with audit documentation.
- Responsible for collaborating with training and participation in PIHP and MDHHS level meetings.
- Additional duties as assigned.
Job Requirements and Qualifications
Education:
- Minimum of Bachelor’s from an accredited University in Business Administration, Accounting OR Human Services with direct experience working with Fiscal Intermediaries.
Experience Requirements:
- Knowledge of Michigan Self Directed Services model and manual.
- Knowledge of NCQA standards.
- Knowledge of Oakland County Community Mental Health Providers.
- Knowledge of the Medicaid Provider Manual.
- Knowledge of Fiscal Management Services.
Preferred Requirements:
- Experience in working with self-directed services.

Additional Information
- Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
- Must be available for meetings and events which may occur outside of standard office hours.
- Work performed primarily in an office environment.
- Hybrid (onsite/remote) work schedule available.
