About The Position

This is a professional classification of work. The incumbent will be responsible for developing and maintaining the accounting records for the Housing Choice Voucher Program (HCV). Preparing the budget for the HCV Program, monitoring the spending and preparing the reports, including the annual report for submittal to the Department of Housing and Urban Development (HUD). Prepare budgets, operating statements, balance sheets and fiscal reports for the HCV Program; Maintain expense records, monitor HUD maximum contributions. Will serve as Department’s financial representative to HUD and other agencies and manage subordinate staff.

About The Agency

The Housing Authority of Prince George’s County, Maryland (HAPGC) provides Prince George’s County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.

Examples of Work

  • Records Journal Entries for OPEB, Unfunded Liability, Compensation Expense and Compensated absence and Forward invoices to Account Payable for payment. Enter recurring journal entries for insurance and depreciation expenses.
  • Prepares salary expense allocation report for monthly salary invoice. Prepare Time study allocation worksheet to accurately expense employee salary to programs. Reconcile Compensation and Fringe accounts.
  • Prepares Compensated Absences report to accrue vacation leave time.
  • Tracks outstanding invoices between the Housing Authority and Prince George’s County.
  • Processes Check Run Bank Transfers in CashPro with Bank of America. Record Check Run Bank Transfers journal entry.
  • Serves as liaison of the county agency and Bank of America and any other agency.
  • Processes Draw Down for HUD Operating Subsidy, HUD HAP and Admin Expense Subsidy, and Capital Fund Program Subsidy Monthly through ELOCC.
  • Records HUD Subsidy for HCV HAP and Admin Expense under Housing Choice Voucher program, Record HUD Subsidy for Regency HAP and Admin Expense under Moderate Rehab Program, Record HUD Subsidy for Public Housing Operating Expense under Housing Assisting Program, Record HUD Subsidy for FSS Administration expenses, and Record Capitol Fund Program Draw Downs.
  • Assists with Bank Reconciliation and recording of interest income and Bank fees.
  • Prepares Voucher Management System (VMS) reporting and submission to HUD.
  • Reconciles the assigned balance sheet accounts.
  • Prepares documents to update Bank America Signature Card. Manage users’ access to CashPro application provided by Bank of America.
  • Prepares Housing Authority of Prince George’s County Budget, and Prepare Housing Authority Operating budget for Management, prepare HUD PH Operating Budget.
  • Updates the Capital Fund Program Consolidated budget tracking worksheet monthly.
  • Participates fully in periodic audits or other examinations of the County’s financial records, policies and procedures.
  • Researches and analyzes financial data and prepare other reports on fund activity as required.

Qualifications

  • Bachelor’s degree from an accredited College or University in Accounting, Finance, Quantitative Analyses, or Business Administration or a related field.
  • Three (3) years of professional accounting experience.

Any equivalent combination of relevant training, education and experience may also be considered.
