Nature of Work
The General Ledger Manager is responsible for overseeing all general ledger accounts to ensure the integrity and accuracy of MDTA’s financial statements. This position ensures that all transactions are properly recorded in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards and interpretations.
Responsibilities
- Supervises accounting staff performing accounting project management and related finance functions for the MDTA Division of Finance;
- Oversees general ledger operations, ensuring accurate postings, journal entries, accruals, and supporting documentation;
- Manages monthly and year-end close processes, including reconciliations, trial balance review, and financial reporting schedules;
- Ensures accuracy of construction, consultant, capital asset, and interagency financial data;
- Maintains compliance with accounting standards, policies, and legal requirements;
- Supports audits and implements corrective actions related to audit findings;
- Develops and updates accounting procedures and internal controls to ensure data integrity and proper period reporting;
- Supervises and mentors staff, including hiring, evaluations, training, and performance management;
- Leads account analysis, reconciliations, and project accounting activities, including sub-account maintenance and project closeouts; and
- Participates in system improvements and automation initiatives related to the general ledger and financial reporting.
This position will report directly to the Financial Reporting Manager. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications
MINIMUM QUALIFICATIONS:
Education:
- A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.
Experience:
- Seven years of experience examining, analyzing, interpreting, and maintaining accounting systems, preparing financial reports and statements by applying generally accepted accounting principles.
- Experience must include three years of performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting or bond and loan accounting and one year of supervising other employees.
The ideal candidate will possess the following:
- Financial analysis, financial forecasting, and data-modeling experience.
- Hands-on experience with Financial Accounting Systems, preferably Microsoft Dynamics SL.
- Above-average proficiency with the suite of Microsoft applications including WORD, EXCEL, and PowerPoint.
- Experience supervising and/or leading teams while effectively resolving diverse issues in an efficient manner.

Notes:
- Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
- Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
- Applicants may substitute one year of professional auditing experience for one year of general accounting experience.
- U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.
