The St. Johns County Board of County Commissioners is seeking a Grants and Policy Analyst for County Administration, headquartered in beautiful St. Augustine, Florida.

The newly selected Grants and Policy Analyst will perform highly responsible and professional work providing oversight, agency coordination, governance, writing and accountability for complex state and federal grant funding programs, as well as legislative tracking and analysis for St. Johns County.

Responsibilities

  • Coordinates and manages multiple complex grant projects at various stages of implementation.
  • Interprets treasury rules, program eligibility, awardee eligibility determinations, risk assessments and business reviews as they pertain to program and project implementation.
  • Negotiates terms and conditions of grants and contracts to ensure local, state, and federal compliance.
  • Monitors and accesses program performance and conducts proper resolution for audit findings.
  • Performs grant close out functions.
  • Monitors contracts in accordance with federal requirements, state procurement policies, and best practices to ensure compliance and accountability.
  • Identifies, defines and develops funding sources to support existing and planned County programs and projects.
  • Assists in the design of an annual grant development plan based on County strategic priorities and potential funding sources.
  • Develops and prepares grant applications including proposal forms, concept papers, budgets, and letters of support.
  • Oversees the development of contract agreements with grant recipients and monitors grant progress from inception to close out.
  • Maintains knowledge of changing federal, state, and private foundation grant standards and proposal guidelines.
  • Maintains a high-level knowledge of state and federal legislation that may affect the County and prepares legislative text, amendments, policy memoranda and analyses as appropriate.
  • Communicates effectively with administrators, commissioners, local officials, state and federal agencies, and professional service providers.
  • Conducts presentations, public meetings, and workshops regarding program status updates.
  • Provides direction, technical assistance, program information and recommendations to County Departments regarding grant applications.
  • Maintains a full-time presence on the job.
  • Performs other duties as assigned.

Requirements

  • Bachelor's degree from an accredited college or university with major course work in Public Policy, Business or Public Administration, Economics, Non-profit Management or a related field.
  • Master's degree preferred.
  • Experience sufficient to thoroughly understand the major duties of the position, a minimum of five (5) of progressively responsible professional, administrative or analytical work experience.
  • Minimum of three (3) years of experience in higher education, government or non-profit working as a grant writer or grant evaluator.
  • Must possess and maintain a valid Florida driver's license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.

Skills

  • Extensive knowledge of principles and practices of public administration and state and federal funding sources.
  • Thorough knowledge of full-cycle grant process.
  • Knowledge of federal, state and county laws, rules, regulations, policies and procedures including statutory, regulatory and participatory requirements associated with grants as well as knowledge of the legislative process.
  • Knowledge and proficiency in program or project management, particularly in defining, measuring and achieving financial goals.
  • Highly skilled in the analysis of problems and the identification and evaluation of alternative solutions.
  • Skill in research techniques and related methods.
  • Ability to work independently with minimal supervision.
  • Ability to establish and maintain effective working relationships with general public, coworkers and elected and appointed officials.
  • Ability to work on multiple projects with competing timelines.
  • Ability to analyze complex statutory and other governmental regulations.
  • Ability to organize and analyze information and formulate recommendations.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise administrative reports.
  • Skill in oral and written communication.

Environmental Demands

  • Working Conditions may include some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.), extreme noises, odors, heights and/or dust.
  • Physical Activity may include sitting, walking, lifting heavy objects up to 25lbs, kneeling, crouching, reaching, or standing.

Salary Range

$70,241.60 - $93,808.00
