About the role

Introduction

This is a skilled service position with full State of Maryland benefits with the Maryland Department of Housing and Community Development (DHCD). The DHCD is a national leader in the financing of affordable housing and revitalizing communities, offering an opportunity to apply your accounting and financial management skills to a high public purpose and challenging area.

Position Duties

  • Maintain knowledge of generally accepted accounting principles, complex financial management systems and mortgage loan sub‑servicing.
  • Communicate effectively with other accountants and interpret complex legal documents.
  • Maintain the existing Single Family portfolio consisting of 4,000 mortgage loans worth over $309 million.
  • Act as Master Servicer for Down Payment Assistant (DPA) loans and provide accurate and timely information regarding these loans to senior management for bond disclosures and reporting.
  • Manage the Single Family servicing and amortization process of loans in the Residential Revenue Bond Indenture, including billing, reporting, and maintaining individual loans serviced.
  • Provide reporting and support to the CDA general ledger team, CDA’s Single Family sub‑servicer, and Trustee.

Minimum Qualifications

  • Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.
  • One year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports.
  • A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.
  • A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field may be substituted for the required experience.
  • Candidates may substitute one year of professional financial analysis experience for 30 credits on a year‑for‑year basis for the required education.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes for the required education and experience.

Desired/Preferred Qualifications

  • Mortgage servicing experience reconciling the bond series, analyzing servicer exception reports, cash receipts trustee download.
  • Experience amortizing principal and interest payments.
  • Experience working with foreclosures and loan modification.

Salary and Grade

Grade: 18 Salary range: $74,475.00 – $84,607.00 per year, with potential advancement up to $ based on qualifications, equity, and hiring guidelines.

7800 Harkins Road, Lanham, MD 20706. The Maryland Department of Housing and Community Development is located in Prince George’s County, within walking distance to the New Carrollton Metro Stop, Amtrak, and MARC Train.
