Job Details
- Type: Replacement
- Duration: Up to 18 months
- Position: Health Data Analyst – Release of Information Specialist (Temporary Full‑Time)
- Department: Health Information (reports to the Manager)
Responsibilities
- Responsible for fulfilling hospital‑wide access and disclosure requests for Personal Health Information (PHI) to authorized recipients in accordance with WCH policies and procedures, the Personal Health Information Protection Act (PHIPA) and other relevant provincial and federal legislation(s)
- Co‑ordinates requests for patient access to their own personal health information
- Collects payment for release of information as per WCH’s ROI fee schedule
- Facilitates all patient lock box (consent directive) requests and patient chart correction requests
- Responsible to produce copies of medical records in compliance with a subpoena or court order
- Court attendance as required
- Responsible to produce copies of medical records for medico/legal purposes as required by Risk Management
- Ensures security and confidentiality of PHI from unauthorized requestors
- Interacts extensively with external agencies, law offices, other hospitals, health care agencies and patients
- Accountable for productivity and accuracy of all ROI requests
- Exercises good judgment and resolves issues related to ROI
- Builds relationships with both internal and external customers

Qualifications
- Graduate from a recognized Health Information Management/Professional program
- Certification with the Canadian Health Information Management Association (CHIMA)
- Current active CHIMA member in good standing and maintained on an annual basis
- Two (2) years previous experience in a hospital health records environment
- In‑depth knowledge of key legislation pertaining to release of personal health information (Personal Health Information Protection Act, Public Hospitals Act, Mental Health Act, Coroner’s Act, Vital Statistics Act, Consent to Treatment Act)
- Proven ability to work effectively in a fast‑paced environment both independently and within a team, exercising sound judgment
- Excellent communication, interpersonal and organizational skills
- Excellent computer skills with working knowledge of MS Office Suite and Epic preferred
- Experience with release of information preferred
- Customer service oriented with professional behavior and communication that meets the standards of the professional regulatory college or association, as applicable, and the standards of Women’s College Hospital
- Proven attendance and punctuality required
- This position plays a critical role in acting as an advocate for safety and will demonstrate principles, practices and processes that will optimize a safe environment for all
