Role Overview

The Healthcare Staffing Recruitment Manager leads full-cycle recruitment efforts in support of federal, state, and local government healthcare contracts. This role manages a team of recruiters and is accountable for delivering timely, compliant, and strategic staffing solutions across physician, nursing, allied health, and support roles.

The ideal candidate brings hands-on experience in commercial healthcare staffing, with a strong understanding of labor market dynamics, compensation structures, and competitive positioning. This role partners closely with program leadership and cross-functional teams to meet staffing demands, mitigate risk, and support contract performance.

Primary Responsibilities

  • Lead and develop a team of healthcare recruiters, setting performance expectations and driving accountability, coaching, and continuous improvement.
  • Oversee full-cycle recruitment, including sourcing, screening, interviewing, offer negotiation, and onboarding.
  • Operate as a hands-on player-coach, contributing directly to recruitment efforts while balancing team leadership, prioritization, and delegation.
  • Develop and execute strategic recruiting and sourcing plans, leveraging labor market insights to meet contract requirements.
  • Apply knowledge of healthcare labor markets and compensation trends to inform recruiting strategy, candidate closing, and proposal support.
  • Build and oversee talent pipelines to support rapid deployment and contract scalability.
  • Identify staffing risks, manage escalations, and make data-informed decisions balancing speed, quality, and cost.
  • Partner with PMO and stakeholders to forecast needs, align priorities, and manage expectations in a client-driven environment.
  • Ensure compliance with federal contracting requirements and maintain audit readiness.
  • Monitor recruitment metrics and drive process improvements and team performance.
  • Manage sourcing partners and vendors, ensuring performance and alignment with staffing goals.
  • Support proposals and pricing with labor market intelligence and staffing strategies.
  • Leverage ATS, CRM, and analytics tools to optimize recruiting operations.

Minimum Qualifications

  • Bachelor’s degree in Healthcare Administration, Human Resources, Business, or related field (or equivalent experience).
  • 5+ years of healthcare recruiting experience, including high-volume or contract-based staffing across physician, nursing, and allied health roles.
  • 3+ years of experience managing recruiting teams, including coaching and performance management.
  • Strong knowledge of healthcare roles, credentialing, and compliance requirements.
  • Strong understanding of healthcare labor markets and compensation dynamics.
  • Demonstrated success in candidate closing and compensation negotiation.
  • Experience with ATS, CRM, and recruitment analytics tools.
  • Ability to manage competing priorities and deliver results in a fast-paced, client-driven environment.
  • Strong leadership, communication, and stakeholder management skills.
  • Understanding of labor categories and cost considerations in federal contracts.

Desired Qualifications

  • Experience recruiting for federal healthcare agencies (e.g., VA, DoD, HHS, IHS).
  • Experience in government contracting environments.
  • Knowledge of security clearance and federal suitability requirements.
  • Experience supporting proposals and contract mobilization.
  • Experience in workforce planning and recruitment analytics.
  • Experience with tools such as Symplr CTM, iCIMS, Sense, and Jira.
