About the role
The United States Postal Service Office of Inspector General (USPS OIG) is seeking a highly qualified applicant to fill our Human Resources Analyst position within our Mission Support, Human Resources, Benefits Team. This position is located at the USPS OIG Headquarters office in Arlington, VA. The selectee will be required to report in person to the USPS OIG HQ office. Relocation expenses will not be authorized for this position.

Position Duties & Responsibilities
The successful candidate will be responsible for performing assignments that require understanding of basic principles, concepts, techniques, and guidelines in the areas of Retirement, Thrift Savings Plan (TSP), Leave and Work Schedule Programs, Federal Life and Health Insurance benefits, Payroll Processing, Processing Form 50s and other benefits applicable to the USPS OIG employees. Assignments consist of entry to intermediate difficulty, depending on the GS equivalent level, and require application of guidelines and procedures to achieve successful results.
Additional responsibilities include:
- Supports Human Resources (HR) staff on retirement, benefit program entitlements, and interpretations of the law, regulations, and policies; assist with responding to employees at all levels, including senior leadership, management officials, and staff.
- Interprets and prepares informative material on new, changed, and pending policies, and outlines impact on the benefits program entitlements.
- Performs research and address service credit payments and post-1956 military service deposits; assist with benefits and retirement applications; and calculating and verifying creditability of service.
- Preparing estimates of expected benefits for employees and survivors of deceased employees.
- Processes Postal Service Form 50 actions related to onboarding, reassignment, detail assignments, salary adjustments, separations, etc.
- Prepares presentation materials for retirement and benefits seminars.
Position Minimum Qualifications
You must meet all the minimum qualifications listed below.
- Possess basic knowledge of Federal HR laws, regulations, and policies with the ability to interpret and apply them in support of HR functions.
- Experience with administrative functions, such as researching, compiling, and processing documents and related records.
- Ability to communicate effectively both orally and in writing, and working collaboratively within a team environment.
- Provide customer service in an office environment, including organizing and presenting information clearly to internal and external stakeholders.
- Ability to maintain accurate records and files related to employment sensitive and confidential data HR administrative functions.
Desired Qualifications
- Familiarity with the USPS Human Capital Enterprise System (HCES) or other similar system used for processing Postal Service Form 50 (PS-50) or Standard Form 50 (SF-50) personnel actions.
- Knowledge of Federal Employees Health Benefits Program (FEHB), Postal Service Health Benefits (PSHB), Federal Employees' Group Life Insurance (FEGLI) and/or Federal Employees Retirement System (FERS).
- Familiarity with HR information systems or databases used to track and process employee benefits and personnel actions.
- Experience preparing or contributing to informational sessions e.g. brown bag presentations or employee outreach activities within Federal agencies.
Compensation
The USPS OIG is Excepted Service and uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Journey Band level, equivalent to a GS-07 to GS-09. The salary range for this position is $57,736.00 - $91,815.00. The salary figures include locality pay. Promotion potential to a GS-13 equivalent is at management's discretion.
