Job Summary

Reporting to the Associate Director of Human Resources & Labour Relations, the Human Resources Recruiter is responsible for leading full-cycle recruitment functions with a direct focus on supportive housing and program based positions covered under three Health Employers Association of British Columbia (HEABC) collective agreements. This role primarily manages the recruitment of front-line bargaining unit staff who provide essential support services to residents and program participants in a low barrier setting.

This role plays a critical part in ensuring that PHS supportive housing sites and programs are staffed with compassionate, skilled, and culturally responsive professionals who work with individuals experiencing homelessness, mental health challenges, substance use, and other complex barriers. The HR Recruiter will lead high-volume, full-cycle recruitment processes within a unionized healthcare and social services environment and collaborate closely with Human Resources and site management to meet operational staffing needs while ensuring compliance with collective agreements, and organizational policies.

As a member of the Human Resources team, this position will have access to confidential information. The HR Recruiter is expected to exercise a high degree of discretion, professionalism, and sound judgment in handling confidential information while maintaining strict confidentiality in accordance with organizational policies and applicable privacy legislation.

Key Responsibilities

The job includes, but is not limited to, the following:

  • Develops and leads recruitment and interview plans for each open position, in collaboration with HR Advisors and managers.
  • Develops engaging, inclusive, and equity-informed job postings and recruitment materials that reflect PHS’s harm reduction and trauma-informed approach.
  • Manages full-cycle recruitment and hiring for front-line bargaining unit positions in a social services community setting, including but not limited to support workers, outreach staff, program workers, healthcare aides, and other direct-service healthcare roles.
  • Conducts pre-screens and provides realistic job previews and organizational information to candidates and manages interviews, reference checks, offer preparation, and successful onboarding of new team members.
  • Partners closely with project and program managers and Human Resources to understand operational demands to develop proactive recruitment strategies to address staffing shortages.
  • Manages high-volume recruitment to support operational staffing requirements, proactively addressing workforce gaps and ensuring continuity of care and service delivery across the organization.
  • Assists in internal and external recruitment initiatives, including preparation for and participation in job fairs, community hiring events, and outreach activities to promote PHS employment opportunities.
  • Maintains current knowledge of employment standards and human rights legislation, and relevant healthcare licensing requirements.
  • Reviews applicant eligibility for required certifications or licensing where applicable.
  • Builds and maintains strong working relationships with internal stakeholders and external partners, serving as the primary point of contact for recruitment vendors from associated recruitment platforms (e.g., Indeed, LinkedIn).
  • Maintains accurate recruitment records, candidate databases, and internal recruitment trackers.
  • Ensures employee on-boarding packages and applicable certifications are complete and compliant; audits files for deficiencies and monitors expiry dates for required certifications.
  • Supports continuous improvement of recruitment processes, including adoption of new HR systems and recruitment technologies.
  • Tracks recruitment metrics and provides reporting to support workforce planning and continuous improvement.
  • Supports broader HR Functions and initiatives, including policy implementation, reporting, workforce planning and special projects.
  • Ensures Criminal Record Check paperwork for Vulnerable Sector screenings are completed and submitted prior to employment commencement.
  • Contributes to a positive and values-aligned candidate experience.

Qualifications/Experience

  • Diploma or Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
  • Minimum two (2) to five (5) years of recruitment experience, preferably within a unionized healthcare, supportive housing, or social services environment.
  • Demonstrated ability to manage high-volume recruitment in a results-focused environment.
  • Strong knowledge of employment standards, human rights legislation, and unionized hiring practices.
  • Proven ability to conduct structured, competency-based interviews.
  • Exceptional interpersonal, negotiation, and conflict resolution skills.
  • Innovative thinker with the ability to develop creative sourcing strategies.
  • Highly organized, detail-oriented, and able to work under pressure.
  • Strong training, coaching, and active listening skills.
  • Ability to work effectively in a fast-paced, high demands environment.

Terms of Employment

  • Permanent, full-time, excluded position
  • Benefits: Extended healthcare, dental, vision care
  • Monday to Friday, 9am to 5pm in-office
  • Salary: $65,500 - $74,570 depending on experience
  • Successful applicants will be required to complete a criminal records check.
