A. Overall Purpose Of The Job (Brief description of the primary purpose of this position)
Health Information Systems Manager will be responsible for analyzing regional needs and identifying the best fit EMR solutions for the clinics. He/she will also be responsible to understand user and client needs, work closely with the local and medical team to translate the needs in user stories and ensure the needs are communicated clearly to the development team to enhance the HIS/EMR in-line with industry best practices. This role serves as a bridge between clinical workflows and technical solutions, ensuring data security and regulatory compliance. Provide expert oversight at EMR/HIS implementation at new sites and support technical and support teams in maintaining/supporting existing sites. The Health Information Systems Manager is also expected to build good relationships with other team members in Medical Services Business Line.
B. Key Responsibilities (Critical responsibilities and skills of this position, listed in order of importance) • Perform assessments for new or existing projects and recommend the best-fit EMR solution for the project/site. • Act as the Product Owner for EMR/HIS; develop and own a product backlog, and manage product backlog refinement (analyze and document business and functional requirements in the form of user stories). for the technical team to work on) • Provide recommendations on areas for improvement and/or new requirements for setting up the application roadmap. • Provide expert oversight and recommendations to implementation team in EMR/HIS roll-outs. • Design and/or review clinical needs to align with business goals and work closely with the technical and architecture team. • Act as a functional solution provider for the EMR. The solutions provided should be of high quality, robust and scalable. • Apply deep knowledge of healthcare workflows, clinical data, and medical terminologies to facilitate the translation of clinical requirements. • Collaborate with internal teams to optimize user experience. • Accountable and responsible for all functional aspects of the assigned EMR/HIS application. • Leverage expertise in healthcare interoperability standards, such as HL7 and FHIR, to facilitate integration with other healthcare IT systems (PACS/RIS/LIS or HIEs) and vendors. • Understand the architecture and data structure of the EMR system to assist with seamless integration to other systems and/or government applications. • Work closely with technical and application teams in the rollout of enhancements and fixes, including preparation of release notes, user training material and user training (if required). • Review and Manage defects during the project life cycle. • Create comprehensive documentation and provide training to users and IT staff.
C. Job Profile
Required Skills and Knowledge (Brief description of technical knowledge or skills needed to perform the job) • Vast experience in HIS/EMR applications and other healthcare systems • In-depth knowledge of healthcare industry regulations, standards, and best practices. • Strong understanding of clinical processes and workflows. • Experience in integrating HIS with sub-systems, such as LIS/RIS/PACS/ERP or HIE. • Working knowledge of HL7 v2, v3, or FHIR • Working knowledge of healthcare data standards such are ICD 9/10, CPT, HCPCS, LIONIC, SNOMED-CT. • Experience with data analytics and reporting in a healthcare context. • High level technical knowledge/comprehension. • Refined communication and interpersonal skills. • Strong problem-solving, analytical, and organizational skills. • Ability to work independently. • Attention to detail and ability to manage multiple tasks in a fast-paced environment. Demonstrated the ability to understand the differing business strategies and practices within a large organization. • Experience with conducting user trainings.

Required Work Experience (Brief description of the job-related experience needed to perform the job) • Experience in working with health information systems. • Experience in Project Management and able to work with the development team to deliver systems according to specifications as well as leading and performing post-production support. • Experience in Agile methodology • Experience in working with JIRA and Confluence. • Knowledge and experience in process and system analysis defining various levels (business, functional, system) requirements and related technical documentation. And then working closely with delivery team on the development lifecycle.
Required Qualifications (Brief description of the educational background needed to perform the job) • Bachelor’s degree in Computer Science, Health Informatics or engineering discipline. • Postgraduate qualifications in Project Management or Health Informatics are desirable.

Excellent verbal, written and interpersonal communication skills in English.
