About the role

Position Description

The Computer Programmer (Senior) shall utilize IT equipment and languages (third- and fourth-generation or current state-of-the-art) to develop and prepare diagrammatic plans to solve business, management, communications, and strategic problems. This individual shall design detailed programs, flowcharts, and diagrams showing mathematical computations and sequence of machine operations necessary to copy and process data and print results. This individual shall verify the accuracy and completeness of programs and systems by preparing sample representative data, and perform testing by means of cycle and system processing.

Responsibilities

  • Analyze business requirements and design scalable MDM solutions aligned with the organization's data governance framework
  • Implement and configure the MDM platform, including data models, matching rules, survivorship rules, and hierarchies
  • Develop and maintain data quality rules, data cleansing processes, and data standardization procedures to ensure consistent and accurate master data
  • Collaborate with data stewards and subject matter experts to define and implement data governance policies, standards, and processes for master data management
  • Integrate the MDM solution with various data sources, ETL processes, and downstream applications within the shared platform environment
  • Tune configurations, monitor system health, and implement best practices to optimize MDM performance, scalability, and observability
  • Participate in data governance committee meetings and provide technical expertise on MDM-related matters
  • Develop and maintain documentation, including data models, process flows, and technical specifications
  • Stay up to date with industry best practices, trends, and emerging technologies in MDM and data governance

Required Experience

  • Eight-plus (8+) years of experience in designing, implementing, and supporting MDM solutions, preferably with Informatica MDM or similar tools
  • Strong understanding of data governance principles, data quality management, and master data management concepts
  • Hands-on experience with MDM tools, including data modeling, matching rules, survivorship rules, and hierarchies
  • Proficiency in SQL, ETL tools (e.g., Informatica PowerCenter), and data integration techniques
  • Knowledge of database design, performance tuning, and scalability best practices
  • Excellent analytical, problem-solving, and communication skills
  • Ability to work collaboratively with cross-functional teams and stakeholders
  • Familiarity with agile development methodologies and project management practices

Education

This position requires a Bachelor's degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field. (Note: A Master's degree is preferred.)

General Experience

The proposed candidate must have at least eight (8) years of programming experience in software development or maintenance.

Specialized Experience

The proposed candidate must have at least five (5) years of experience in IT systems analysis and programming.

Additional Qualifications

  • Strong project management skills, leadership abilities, effective communication, and the capacity to identify and resolve issues while adapting to changing circumstances
  • Significant experience collaborating with cross-functional teams, product owners, and stakeholders
  • Preferred qualifications include a technical background and experience in data and AI/ML projects
  • Functional experience with local or government projects in Data Services (MDM/R360/EDMS), Child Support, Integrated Eligibility, Child Welfare, Adult Protective Services, Juvenile Justice, or Health and Human Services is also preferred

Location and Work Policy

The primary place of performance is on-site, at 849 International Dr., Linthicum, MD, 21090 - Suite 320. Resources must reside in the DMV area. No teleworking will be permitted, based on assignment and team needs.
