About

The Information Technology Architect 1 (Data), SG‑25, works under the direction of the Data Analyst 3, SG‑27, within the New York State Office of Information Technology Services (ITS). The role is in the Dedicated Support division for the Division of the Budget (DOB) and is responsible for developing and managing business intelligence (BI) solutions for the client agency.

Responsibilities

  • Lead the creation of business intelligence reports in IBM Cognos and OBIEE/Oracle Analytics.
  • Develop and support data integrations via Extract, Transform, Load (ETL) using tools such as PL/SQL.
  • Create data models using IBM Framework Manager or Oracle Admin Tool.
  • Perform deployment and migration of content between different environments.
  • Maintain responsibility for overseeing the security of reporting content.
  • Work closely with agency clients.
  • Provide quality assurance and testing support for all BI products.
  • Use business analysis techniques and methods to support the collection of BI requirements.
  • Work with data management services colleagues and business solutions developers to acquire data and integrate meaningful BI solutions.
  • Develop reference documents and reports.
  • Implement and maintain logical data modeling, analysis, design, development, and implementation of Business Intelligence, Data Modeling, Data Integration, or Data Warehousing solutions that meet business needs while adhering to all policies and standards.
  • Administer technologies related to Business Intelligence, Data Modeling, Data Integration, and Data Warehousing.
  • Collaborate with user experience, business analysts, and business stakeholders to devise and implement enterprise data strategies, build models, and assess stakeholder needs and goals, considering performance, scalability, security, and usability.
  • Perform the full range of supervisory responsibilities.

Minimum Qualifications

  • Six years of information technology experience, with at least four years in the appropriate specialty.
  • Substitutions:
    • Associate’s degree with 15 semester credit hours in computer science or related field substitutes for one year of general IT experience.
    • Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field can substitute such credits for one year of general IT experience.
    • Bachelor’s degree in any field plus 15 semester credit hours in computer science or related field substitutes for three years of general IT experience.
    • Any bachelor’s degree substitutes for two years of general IT experience.
    • Master’s degree or higher in computer science or related field substitutes for one year of general IT experience.
  • Specialty includes experience as an IT architect in one or more of the following areas: artificial intelligence; cloud; data; enterprise; business; solution; networking; operations management; product management; application development; security and operations; service‑oriented management; infrastructure; information technology engineering; domain business knowledge; operational technology.

Additional Information

  • Candidates must provide documentation authorizing permanent work in the United States; ITS does not sponsor F‑1, H‑1, or other non‑immigrant visas.
  • Some positions may require fingerprinting.
  • Travel up to 25 % and/or lifting up to 50 lb may be required.
  • Positions are pending Civil Service approval.
  • Location‑based pay adjustments:
    • New York City positions receive an additional $3,400 downstate adjustment.
    • Mid‑Hudson positions receive an additional $1,650 adjustment.
