This job posting is exclusively for employees of the City of Leipzig or its municipal enterprises. Employees with fixed-term employment contracts whose employment began on or after June 1, 2025, as well as employees whose employment will no longer exist at the time of the anticipated position filling, cannot be considered for internal job postings due to the current budget situation.

We are looking for a Recruiter (m/f/d) for the Personnel Office, Recruitment Department, on a fixed-term basis until approximately October 31, 2027, to start as soon as possible.

The Recruitment Department, with 25 employees, is responsible for all strategies and processes for recruiting for the City Administration. This includes planning and executing all staffing procedures, further developing our employer brand, and creating and implementing specific personnel marketing campaigns and measures. As recruiting is a key component of personnel management that is constantly evolving and adapting to trends, we are looking for a personality who approaches new challenges with an open, creative mindset and a hands-on mentality.

What to Expect

  • Conception and execution of recruiting processes for a wide variety of positions in close coordination with the relevant specialist department or office, with a particular focus on the following:
  • Development of requirement profiles
  • Creation and publication of job advertisements
  • Applicant management and communication, as well as appointment scheduling
  • Review of application documents and performance comparison, taking into account all legal bases, especially Article 33 Paragraph 2 of the Basic Law (GG), the General Equal Treatment Act (AGG), and Social Code Book IX (SGB IX)
  • Preparation and execution of selection interviews using appropriate personnel selection instruments
  • Documentation of the complete selection process
  • Constructive cooperation with the interest groups of the city administration
  • Participation in working and project groups for the development of innovative and creative recruitment strategies and personnel selection procedures

What You Bring

  • University degree in HR, Public Management, Psychology with a focus on Personnel, Business Administration, or a comparable degree
  • Practical experience in conducting personnel selection processes is desired
  • Excellent communication skills combined with the ability to professionally and flexibly adapt to different personalities
  • High service orientation towards internal and external stakeholders, as well as strong organizational skills and time management
  • Solution-oriented, committed thinking and acting in complex contexts
  • Willingness to proactively contribute in a field characterized by dynamic change

What We Offer

  • A fixed-term position, classified according to pay group E 9c TVöD, in full-time (equivalent to 39 hours for tariff employees) or part-time.

If you are employed indefinitely by the City Administration or a municipal enterprise, you can also apply for fixed-term positions. If you have an indefinite employment contract in a lower pay group, this will remain in place. You will then receive a supplement according to § 14 TVöD (VKA) for the duration of the assigned, higher-value activity as a compensatory amount to the aforementioned pay group. If you have an indefinite employment contract with a higher pay group, remuneration for the duration of the fixed-term activity will be according to the lower pay group.

However, after the end of the fixed-term activity, there is no entitlement to return to the previously held position. Further employment will be based on the available deployment opportunities at that time. The Personnel Transfer Department supports employees in finding a suitable further assignment in good time before the fixed term expires.
