Diversified Systems is searching for a Senior Business Analyst to provide IT support and administrative service to the project managers to support the PDMP System. The primary objective of this engagement is to serve as an IT Business Analyst for PDMP projects.
Responsibilities
- Plan and facilitate requirements sessions with stakeholders to understand and capture requirements based on enhancement requests.
- Produce all required deliverables and artifacts as defined by the project.
- Plan and facilitate additional project-related meetings as needed.
- Serve as the liaison between technical teams and stakeholders throughout the Software Development Life Cycle (SDLC).
- Drive processes forward and ensure risks and issues are identified, tracked, and escalated appropriately.
- Demonstrate a strong understanding of the IT Business Analysis Body of Knowledge (BABOK).
- Act as a senior-level Information Technology Business Analyst with specialized knowledge and experience in requirements analysis and documentation, test case planning and execution, and coordination of communications and project tasks while serving as the liaison between customer program areas and IT teams.
- Collaborate with business analysts, application developers, and database administrators to achieve project objectives related to delivery timelines, cost targets, quality standards, and customer satisfaction.
- Drive identification of requirements across business units and identify substandard system processes through evaluation of real-time data.
- Construct workflow charts and diagrams by analyzing system capabilities and writing detailed specifications.
- Serve as a thought leader for technical business processes by developing forward-thinking system prototypes that increase efficiency and productivity.
- Perform, evaluate, and communicate thorough quality assurance throughout all stages of systems development.
- Determine and document user requirements for systems in production to ensure maximum usability.
- Work with testing teams to provide subject matter expertise and assist with testing activities when required.
- Assist with the development of training documentation and prepare for or conduct training sessions as needed.
- Maintain project documentation on the project SharePoint site.
- Develop business requirements documentation, including project initiation documents, defined outcomes, and quality measures.
- Develop functional requirements that describe system, process, or product behavior needed to meet business requirements.
- Develop user and stakeholder requirements and ensure they are correctly interpreted to support system design, development, and test case formulation.
- Develop quality-of-service (non-functional) requirements, including performance, scalability, security, usability, and service expectations.
- Create and maintain requirements traceability matrices linking requirements across all phases of the requirements lifecycle.
- Demonstrate strong organizational and writing skills.
- Develop graphic representations of complex business processes.
- Analyze data and perform statistical analysis as required.
- Work with users to develop and implement improved business processes.
- Identify system issues and communicate them clearly in both written and verbal form.
- Act as the liaison between the Prescription Drug Monitoring Program (PDMP) and the system vendor to communicate PDMP system issues identified by the Commonwealth and its users.
- Use legislation and prior experience to serve as a subject matter expert guiding and influencing the evolution of the PDMP system.
- Act as the lead tester for PDMP on behalf of the Commonwealth by conducting system testing and developing user acceptance test scripts.
- Review test results performed by staff and other Commonwealth personnel.
Requirements
- 7+ years of relevant experience working closely with stakeholders directly engaged with technical initiatives required.
- (4) year college degree or equivalent required.
- Demonstrate experience conducting facilitated workshops for requirements analysis.
- Apply knowledge of formal requirements-gathering methodologies.
- Comfortable working with various internal and external stakeholders.
- Possess strong analytical, critical thinking and problem-solving skills.
- Ability to drive the process forward and ensure all risks and issues are escalated appropriately.
- Possess strong understanding of IT Business Analysis Body of Knowledge (BABOK).
