FJM Innovative Technologies, LLC is seeking an experienced Program Manager to lead a Community Development software system implementation for the City of Danville, VA. This role is contingent upon contract award and will be fully onsite, overseeing a team of approximately 10 personnel supporting system delivery.

Responsibilities

  • Lead full lifecycle implementation of a Community Development software system
  • Manage project scope, schedule, budget, and risks
  • Serve as primary point of contact for City stakeholders
  • Oversee a cross-functional team (technical and functional resources)
  • Coordinate requirements, configuration, integration, and deployment activities
  • Provide executive-level reporting and status updates
  • Ensure successful delivery, user adoption, and project closeout

Qualifications

  • Minimum 5+ years of software system management experience
  • Proven experience managing enterprise software implementations
  • Experience leading cross-functional technical teams
  • Strong stakeholder engagement and communication skills
  • Experience managing project timelines, risks, and deliverables
  • Ability to work onsite full-time in Danville, VA
  • PMP certification
  • Proven expertise in managing large-scale IT programs with a focus on community development or public sector projects.
  • Extensive knowledge of cloud platforms including AWS and Azure for scalable infrastructure deployment.
  • Strong experience with virtualization technologies such as VMware vSphere for server consolidation and resource optimization.
  • Proficiency in network engineering concepts including Cisco routers, WAN/LAN configurations, DHCP/DNS management, VPNs, and remote access software.
  • Deep understanding of systems engineering principles involving Windows Server environments (Microsoft SQL Server), Linux systems, IIS web servers, and Microsoft Office applications.
  • Familiarity with IT service management frameworks like ITIL for incident response, problem management, change control, and service desk operations using ServiceNow or Jira.
  • Ability to develop business continuity plans and disaster recovery strategies to safeguard critical community services during outages or emergencies.
  • Strong vendor management skills to oversee hardware/software procurement processes ensuring quality standards are met within budget constraints.
  • Excellent leadership capabilities with experience supervising technical teams across multiple disciplines including desktop support, network support, security operations, and project management.
  • Superior communication skills to articulate complex technical concepts clearly to non-technical stakeholders while fostering collaboration across diverse teams.
  • Organizational skills necessary for effective time management in fast-paced environments with multiple concurrent projects.
