About the role

Overview

We are seeking an IT Project and Product Manager to support a large federal agency in delivering mission-critical technology programs. This role focuses on managing program execution, including schedule, risk, and budget oversight, while driving modern product delivery practices across agile-enabled teams.

In this role, you will work closely with government stakeholders, technical teams, and cross-functional partners to ensure successful program delivery and alignment with agency priorities. You will serve as a trusted advisor to the client, translating business needs into actionable plans, maintaining program transparency, and ensuring compliance with federal requirements. This position requires strong leadership, communication skills, and the ability to operate effectively in a client-facing, highly regulated environment.

Duties

  • Support the planning and execution of IT programs, including schedule, risk, and budget management, in alignment with federal requirements.
  • Develop and maintain Integrated Master Schedules (IMS), including critical path analysis and schedule performance tracking.
  • Prepare and deliver weekly status reports and monthly program briefings to government stakeholders.
  • Identify, assess, and manage program risks and issues, including maintaining risk registers and issue logs.
  • Develop mitigation strategies and contingency plans, and escalate critical risks with recommended actions.
  • Track program financials, including budget execution, burn rates, and cost variances, against contract baselines.
  • Support Earned Value Management (EVM) reporting and coordinate with finance and contracts teams as needed.
  • Maintain and manage product roadmaps aligned with agency mission priorities and user needs.
  • Facilitate backlog grooming, sprint planning, and program increment (PI) planning with delivery teams.
  • Translate business requirements into user stories, technical requirements, and delivery milestones.
  • Drive delivery using Agile, waterfall, or hybrid methodologies based on program needs.
  • Serve as the primary point of contact for day-to-day engagement with government stakeholders, including program managers and CORs.
  • Prepare and deliver executive-level briefings, contract deliverables (CDRLs), and program documentation.
  • Ensure compliance with contract requirements, statements of work (SOW), and federal program standards.
  • Collaborate with cross-functional teams to ensure alignment across technical, operational, and business objectives.

Experience

Required

  • Bachelor’s degree in Information Technology, Business, Engineering, or a related discipline.
  • 5+ years of experience in IT project or product management.
  • At least 2 years of experience supporting federal government clients.
  • Demonstrated experience managing schedules, risk registers, and budgets on federal IT programs.
  • Experience using project and product management tools such as MS Project, Jira, or Confluence.
  • Working knowledge of Agile/Scrum and waterfall delivery methodologies.
  • Strong client-facing communication skills, including experience briefing senior government stakeholders.
  • Familiarity with federal contracting concepts, including SOW/PWS, CDRLs, and COR relationships.
  • Ability to obtain and maintain a Public Trust Clearance.
  • Must be a U.S. Citizen.

Preferred

  • Project Management Professional (PMP) certification.
  • Agile certifications such as SAFe Agilist, Certified Scrum Product Owner (CSPO), or Scrum Master.
  • Experience with Earned Value Management (EVM), CPIC, or OMB IT Dashboard reporting.
  • Experience supporting cloud modernization or legacy system transformation programs.
  • Familiarity with federal IT governance and compliance frameworks.
  • Strong experience working in hybrid or Agile delivery environments within federal programs.

Pay

$70,000.00 - $120,000.00 per year
