Summary
This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA OC/Europe.
Duties
- Provides leadership and programmatic guidance for fielding DISA’s information Assurance (IA) services and capabilities within the USEUCOM AOR. Serves as liaison between JS, OSD, DISA HQ, and USEUCOM to initiate pilot projects or solve problems.
- Represents the Commander, DISA Europe at forums and conferences pertaining to the use and performance of the Enterprise Services family of programs/services, including meetings/conferences involving foreign governments and commercial contractors.
- Promotes coordination between systems managers/ DISA global program management that fosters IA initiatives, joint planning, sharing of facilities, information, and expertise, for economic/interoperability objectives to support strategic planning.
- Provides Liaison support to USEUCOM and mission partners during exercises, contingencies, and during times of crisis.

- In accordance with DOD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months, completing Residential qualification requirements in 12 months, and maintaining any future qualification requirements
- This is a mission essential position. The nature of the position's duties and the organization's operational mission requires incumbent to physically report to their duty station in certain situations where non-essential employees are excused
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report, upon entering the position and annually thereafter, IAW DoD 5500.07-R, Joint Ethics Regulation (JER)

- Eligibility for foreign-area allowances such as Foreign Post Allowance and Living Quarter Allowance will be determined at the time of hire.
- LENGTH OF TOUR: The initial length of this overseas tour is 36 months. Tours extensions may be authorized at the discretion of management. With few exceptions, DOD policy limits overseas tours to a maximum of 5 years.
- U.S. citizens in a foreign overseas country under ordinary resident status are not eligible to apply for appointment under Status of Forces Agreement (SOFA).

Qualifications

Basic Requirements
- Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
- Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
- Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
- Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

In addition to meeting the basic requirement, applicants must possess qualifying experience. To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Qualifying experience is experience is defined as providing adaptive planning by developing options, updates, or changes to plans, based on the state of the operational and strategic environment, such as changes in policy guidance or objectives, resources and available forces, threat assessments, and posture utilizing the Joint Planning Process (JPP).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
- Current competitive service employees who accept an overseas Cyber Excepted Service (CES) position or convert into an overseas CES position are not entitled to statutory return rights. Administrative return rights may still be granted at the discretion of the losing DoD Agency. Employees without administrative return rights will, at the end of their overseas tour, be subject to placement through the DoD Priority Placement Program.
- Military Spouse Preference (MSP)/Family Member Preference (FMP) - Candidates claiming MSP/(FMP) must include a copy of sponsor's permanent change of station orders authorizing movement of spouse to the overseas command or other appropriated documentation that support the preference. Additional documentation may be required prior to granting the preference. Family members of locally hired DoD civilian employees are not eligible for Family Member Preference.
- The DoD policy on overseas employment for civilian employees limits overseas tours to 5 years. Extensions beyond 5 years are designed to provide management flexibility to meet defined mission requirements that otherwise cannot be made. Case-by-case extensions beyond the 5-year limit may be granted in extremely rare situations.
- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- If an employee brings a family member to an overseas location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
- Because this position is in the Cyber Excepted Service, Veterans' Preference will be applied to preference eligible candidates, as defined by Section 2108 of the Title 5 U.S.C. in accordance with the procedures provided in DoD Instruction 1400.25, Volume 3005, "CES Employment and Placement." - PASSPORT/VISA: Candidates must be able to obtain and maintain an official government passport and, as required by location, a VISA.
- No-fee passport required. US Government civilian personnel who have not received their no-fee passport prior to departing CONUS may enter the overseas foreign county (OCONUS) using a tourist passport. Civilian personnel cannot enter the overseas foreign country on ID card and/or travel orders. The passport must be valid for at least six (6) months beyond the date of arrival in the overseas foreign country.
