We are seeking a detail-oriented Junior HR & Accounting Assistant to support payroll and personnel administration for federal employees. This role involves processing payroll transactions, maintaining personnel records, and ensuring compliance with federal regulations. Education Requirements
A Bachelor's Degree in Accounting or Finance is preferred, but not required.
Clearance Requirements
Candidates will need to be able to obtain and maintain a Public Trust clearance.
Work Arrangement
This is an onsite position located in Washington, DC, near Union Station. Employees are expected to work at least 50% onsite, with the possibility of up to 4 days a week.
Responsibilities
- Process bi-weekly, monthly, and special payrolls for federal employees
- Ensure accurate calculation of wages, overtime, deductions, and benefits
- Verify and reconcile payroll data to ensure accuracy and compliance with federal regulations
- Maintain and update personnel records, including employee information, job assignments, salary changes, and benefits
- Ensure the integrity and confidentiality of personnel data
- Process personnel actions such as new hires, promotions, transfers, and terminations
- Enter, update, and maintain employee data in HR and payroll systems
- Perform regular audits of personnel and payroll data to identify and correct discrepancies
- Implement data validation procedures to maintain high data quality standards
- Ensure compliance with federal payroll and personnel laws and regulations, including FLSA and FICA
- Prepare and submit payroll and personnel reports to federal agencies as required
- Assist in audits and provide necessary documentation and explanations
- Respond to payroll and personnel-related inquiries from employees and management
- Provide guidance and support to employees regarding payroll and personnel policies and procedures
- Resolve payroll and personnel discrepancies and issues in a timely manner
- Utilize federal payroll and HR systems to process transactions and maintain records
- Troubleshoot and resolve system issues in collaboration with IT support
- Provide user support and training for payroll and HR system users
- Identify opportunities for process improvements and recommend solutions
- Stay current with changes in payroll and personnel laws and regulations and update practices accordingly
Required Qualifications
- Bachelor's degree or 4 years of relevant experience
- Excellent attention to detail and accuracy
- Strong analytical and problem-solving skills
- Effective communication and interpersonal skills
- Ability to handle sensitive and confidential information with discretion
- Strong organizational and time management skills
Desired Skills
- 2-3 years of experience in payroll processing and personnel administration, preferably within a federal or government environment
- Experience with federal payroll and HR systems (e.g., DFAS, NFC) is highly desirable
- Strong understanding of federal payroll and personnel laws, regulations, and procedures
- Proficiency in payroll and HR systems and Microsoft Office Suite (Excel, Word, Outlook)
