Lead Full Stack Developer

Overview

GovCIO is seeking a Lead Full Stack Developer focused on enhancing the features of VA.gov. In this critical role, you will drive the identification, recommendation, and development processes across various departments to deliver efficient feature releases and support. The ideal candidate is an expert in Ruby on Rails and React, with experience in OpenAI API integrations and backend technologies such as Swagger docs, Git, and Sidekiq (with exhaustion monitoring). Familiarity with DevOps tools and AWS is a plus.

Key Responsibilities

• Conduct development and thorough analysis on backend components using Ruby on Rails, JSON controllers, and Sidekiq, focusing on secure database integrations and robust server-side logic.
• Participate in system planning and deployment processes, ensuring adherence to software compliance and data privacy standards.
• Oversee backend development operations, creating guidelines and conducting analysis to clarify program intentions and compliance with NIST 800-53 rev5 and VA Handbooks.
• Support your team in technical project execution by ensuring high-quality deliverables and maintaining timelines.
• Mentor colleagues and foster a culture of continuous improvement and excellence within the team.
• Establish best practices and compliance standards to ensure exceptional quality in team outputs.
• Collaborate in gathering system requirements and planning project timelines.
• Prepare comprehensive documentation for operational procedures and maintenance manuals.
• Lead integration testing of systems to ensure seamless functionality.
• Maintain proactive communication with stakeholders to ensure project alignment and resolve any issues promptly.
• Conduct in-depth analysis of backend requirements to optimize system performance.
• Actively engage in code reviews and sprint reviews, ensuring contractual obligations are met.

Qualifications

• Bachelor's degree with 12+ years of experience or 8+ years with a Master's degree.
• Proven experience in accelerating capability delivery for large, diverse backend systems.
• Strong analytical and investigative skills.
• Ability to work independently and manage cross-functional teams.
• Experience with Agile Methodology and Scrum processes.
• Advanced knowledge of the software development lifecycle and government cloud hosting environments like AWS.
• Familiarity with project management tools such as MS Project, Jira, Git, and Confluence.
• Experience in remote work environments.
• Must be a US citizen or authorized to work in the US.
• Ability to obtain and maintain a Suitability/Public Trust clearance.

Preferred Skills

• Experience working with the VA or other Federal agencies, understanding their regulations and processes.
• Familiarity with the VA.gov platform and its features.
• Knowledge of managing API services and optimizing RESTful and SOAP transactions.
• Expertise in system integrations, with experience in CorpDB, MPI, BDN, or VBMS systems.

The posted salary range for this position is USD $145,000.00 - USD $160,000.00 per year, but may vary based on experience and other factors. Compensation may also include other elements that will be discussed during the hiring process. Employment is at-will, and GovCIO reserves the right to adjust base salary and compensation programs as needed.
