About the role

Duties

  • Serve as the principal authority on NAF financial policy.
  • Provide binding guidance to Morale, Welfare, and Recreation (MWR), lodging, military exchanges, and other NAF-supported entities to ensure consistent and compliant application of financial standards.
  • Develop, issue, and enforce accounting and financial management policies for all Department of Defense NAF programs to ensure fiscal integrity and support for mission objectives.
  • Provide executive leadership by developing and implementing long-range strategic financial plans to ensure the viability and sustainability of all DoD NAF-supported programs.
  • Adjudicate complex and divergent viewpoints on financial and accounting matters, providing authoritative analysis and decisive courses of action to senior leadership.
  • Direct and control the reporting, approval, and financial execution of the multi-year NAF construction and facility improvement program, ensuring alignment with overarching DoD policy.
  • Direct the policy and standardization of all NAF technology-based systems. Ensure data integrity, security, and the modernization of systems to provide effective support for financial operations and reporting across the DoD.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes oversight of nonappropriated funds (NAF) accounting and reporting programs, providing NAF guidance to morale, welfare, and recreation activities, conducting special assignments on high-priority issues, reviewing NAF policies and programs to identify potential deficiencies, implementing necessary policy and program changes, and leading employees in the performance of work objectives set by the supervisor. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
