Requirements
The QA Lead will oversee all quality assurance and testing activities for a case management system supporting the Centers for Medicare & Medicaid Services. This role is responsible for defining and executing a comprehensive testing strategy that ensures system quality, regulatory compliance, and high performance across all releases. The QA Lead serves as the authority on quality, working across business, technical, and data teams to ensure that all system components meet CMS standards and stakeholder expectations.
- Develop and implement the overall QA strategy, test approach, and quality standards
- Establish testing frameworks, methodologies, and governance processes
- Define entry/exit criteria for all testing phases
- Lead and manage QA team members, including offshore/onshore resources
- Develop and maintain master test plan, test strategy documents and release-level test plans
- Oversee execution of system functional, integration testing, regression and User Acceptance Testing (UAT) support
- Ensure validation of end-to-end case management workflows
- Lead testing of data integrations and transformations
- Validate data accuracy across systems using standards such as FHIR and HL7
- Ensure integrity of data flows (e.g., CDA to FHIR transformations)
- Collaborate with data teams to validate reporting outputs
- Establish and manage defect lifecycle processes
- Lead defect triage sessions with stakeholders
- Track and report key quality metrics
- Support security testing and validation activities
- Contribute to audit readiness and compliance documentation
- Integrate QA processes into Agile delivery model
- Participate in sprint planning, daily standups and sprint reviews
- Ensure continuous testing and early defect detection
- Serve as the primary QA point of contact for CMS stakeholders
- Provide regular updates on quality status, risks, and issues
- Present test results and readiness assessments for releases
- Data validation and integration testing
- Strong leadership and team management
Qualifications
- Bachelor’s degree in computer science, IT, or related field
- 8–12+ years of experience in software testing and QA
- 3+ years in a QA Lead or Test Manager role
- Experience supporting federal healthcare programs (CMS preferred)
- Strong knowledge of SDLC and Software Testing Life Cycle (STLC)
Preferred Qualifications
- Experience working with Centers for Medicare & Medicaid Services programs
- Experience with healthcare data formats (CDA, HL7, FHIR)
- ISTQB certifications
- Agile certifications (e.g., SAFe, Scrum) certifications
