The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

Reporting to the BC Health Workday Manager, Quality, Risk and Issue Management (PMO Office) the Lead Security/Architect is responsible for coordinating information security activities and overseeing the implementation and enforcement of security standards that directly impacts a wide range of health professionals within the organization and across the province.

Key Accountabilities

  • Develops conceptual, logical and physical security models; designs security controls and countermeasures that meet business requirements and information security policies; and develops tactical and strategic security architecture approaches for the organization.
  • Develops a plan of engagement for projects, project timelines and security architecture practices; coordinates activities between Information Security and the various technology teams on an ongoing basis; provides work direction and guidance; and works with other IT disciplines to facilitate deliverables.
  • Works toward technical architecture consistency across platforms and infrastructure projects, stays current with new technologies and platforms, and communicates future technology trends.
  • Provides value added advice, guidance, and technical consulting (as measured via regular feedback from Business Units and major programs) regarding security architecture, acquisition of new systems, standards, or the implementation of new applications on existing systems.
  • Assists with research, technical whitepapers, business case development, project scope and plan, recommendations, implementation, training and support.
  • Installs, configures, tests and maintains hardware and software in support of approved projects.
  • Participates in system projects including hardware migrations identifying, evaluating, and implementing improvements to overall environment preparing reports and conducting briefings as well as identifying, developing and documenting processes and procedures and technical standards.
  • Leads assigned staff ensuring that all system documentation for services is maintained. Coordinates the activities of staff and resources to ensure they are effectively utilized and assists in the establishment of project management and support structures that will be used by the organization to direct future development and change.
  • Provides leadership, guidance and supervision of staff using effective leadership techniques (e.g., coaching, mentoring, skill and leadership development, and performance management). Provides staff training and orientation, and develops supporting documentation and instructional material.

Qualifications

  • A level of education, training and experience equivalent to a Bachelor of Science Degree in Computer Science, Engineering, or related field, plus five (5) to seven (7) years’ of recent related experience in an security systems technical environment preferably at the Enterprise Level.
  • Active CISSP certification and applicable Role Description PHSA Corporate Lead, eHealth Security/Architect Page 2 of 2 communications certification, i.e. Microsoft MCSE (Security Specialization) or Cisco CCNA, is considered an asset.
  • Knowledge of information security issues when dealing with web based applications.
  • Extensive experience in defining security architecture artifacts for enterprise solutions including technical design and methodology definition.
  • Experience with application and infrastructure hardening techniques, a deep understanding of threat risk analysis concepts, and experience performing information security risk assessments.
  • Excellent planning, organization and leadership skills.
  • Excellent communication skills (written and oral); strong presentation skills and experience presenting proposals, issues and findings in a clear, structured manner with an ability to communicate technical matters to a non-technical audience.
  • Technical knowledge of UNIX, AIX, Linux, Cisco Network IDS, Cisco Host-based IDS, eTrust Access Control, ESM, and IDS. DES encryption, Digital Certificates, SSL, VPN, IPSec, TCP/IP, DNS and web security architecture, MySQL, subversion, Spam Assassin, Nmap, Nikto, Nessus, and Paros. Expert knowledge and understanding of core Microsoft and UNIX (Solaris, HP-UX) based technologies and strategies.
  • Proven hands-on project experience with infrastructure tools and technologies including Windows NT/2000/2003, Messaging, Internet/Web Site Architecture, DNS, and WINS Architecture, Database Administration and Architecture.
  • In-depth knowledge/experience of MS SQL and Oracle RDBMS.
  • Experience with identity management, access control, 2FA and S/MIME, and knowledge of ISO 17799, ITIL, STRA, and CSIRT methods and frameworks.
  • Working knowledge of vulnerability assessment tools, VPN technologies and IDS technologies.
  • Strong working knowledge of Active Directory in a large-scale.

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
