The Logistics Analyst IV will provide maintenance support and planning of Integrated Logistics Support (ILS) and will also provide technical documentation and data, design interface, supply support, PHS&T, support and test equipment, facilities and environment, manpower and personnel, and computer resources. The Logistics Analyst IV will contribute to, create, and review ILS documents and procedures to provide full equipment Life Cycle Support (LCS) while maximizing customer satisfaction and minimizing support costs.

Responsibilities

  • Monitor and conduct performance assessments of CBP high technology inspection equipment by analyzing historical maintenance data through RM&A metrics, failure mode identifiers, root cause analysis, and statistical analysis, etc., including identifying areas of concern, trends, and strengths, etc.
  • Monitor and conduct performance assessments of PIC and subcontractor equipment maintenance services and maintenance management efforts by analyzing historical maintenance data, financial data, customer and quality assessment feedback, self‑assessments, etc., including identifying strengths, areas needing improvement, and subcontractor program management function.
  • Document assessment findings in analytical documents and reports, including trend analyses, technical summaries, and statistical summaries, including extracting lessons learned and reporting to customers and incorporating in future logistics efforts.
  • Contribute to the development of and review of internally and externally generated technical documents, manuals, analyses, Project Work Statements (PWS), performance specifications, plans (ILSP, sparing solutions, etc.), Provisioning Technical Documents (PTD), technical proposals, work instructions, and configuration change documents, etc., including providing analytical insight and comments. Familiar with elements of ILS and their relationship to each other.
  • Interface with CBP customers at all levels, providing both tactical and strategic analysis and support.
  • Support the transition of CBP fielded equipment from vendor warranty support phase to the O&M maintenance support phase through acceptance testing efforts.
  • Familiarize oneself with CBP high technology inspection equipment and become a Subject Matter Expert (SME) for select equipment and equipment families.
  • Perform codification of failure mode identifiers (problem, failure, cause, action taken) in the historical maintenance database on completed maintenance work orders.
  • Download a variety of technical data and update maintenance support databases.
  • Participate in the development of Integrated Logistics Support Plans (ILSP), Risk Mitigation Plans, Engineering Change Proposals (ECP), and Configuration Change Plans (CCP).
  • Provide recommendations and analytical input to government engineering and work with them to implement ECPs, CCPs, and other engineering programs.
  • Participate in various CBP meetings to provide logistics support analysis and insight as required.
  • Supervisory Responsibilities: Responsible for the overall direction, tasking, and evaluation of logistics team members by carrying out supervisory responsibilities in accordance with company policies and procedures and applicable laws. Duties, including but not limited to time keeping, required training, onboarding, and disciplinary actions if appropriate.
  • Responsible for careful review of timecards to ensure accuracy.
  • Execute the supervisory duties over other Logistics Analysts in this office.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree OR
  • High school diploma or GED and an additional 4+ years of equivalent experience
  • 7+ years of management experience
  • 4+ years of experience in the logistics arena or in a similar area, including data mining and analysis experience
  • Experience in creating analytical documents and reports, like trend analyses, technical summaries, and statistical summaries
  • Microsoft Office Suite with intermediate level required with Excel (expert preferred), and a beginner level in Access required
  • Will be required to pass a CBP Background Investigation (BI)

Preferred Qualifications

  • MAXIMO or other maintenance management application experience
  • Data mining and analysis
  • Knowledge of ILS Principles
  • Mechanical and/or electrical aptitude, with maintenance support experience
  • 5+ years of experience with Microsoft Excel at an intermediate level (functions, formulas)
  • 1+ years of experience with Microsoft Power BI
  • Experience can be obtained via an educational or professional setting
  • Experience with charts and pivot tables is preferred

Knowledge, Skills, and Abilities

  • Proficient with standard ILS elements, concepts, practices, and procedures.
  • Must be proficient in the Maximo program and have a strong analytical background/skills.
  • Must be at a highly proficient level with Microsoft Access.
  • Microsoft Office Suite user (intermediate level minimum).
  • Journeyman level in Excel (charts, pivot tables, functions, and formulas).
  • Solid communications, including oral presentations.
  • Demonstrated technical report writing.
  • Self‑starter, ability to work with minimal supervision, and in a multi‑tasking environment.
  • Ability to perform under pressure.
  • Adaptable to changing priorities, schedules, and tasking.
  • Ability to perform physical activities related to the relocation of large heavy equipment as required.
  • Ability to travel as required.
  • Mechanical aptitude is a plus.
