About the role

Duties

  • You will perform a broad range of complex tasks to develop, analyze, evaluate, and improve organizational manpower and training programs, capabilities, and procedures.
  • You will collect, interpret, and integrate information from multiple sources to assess portfolios and produce or update presentation materials for senior Navy audiences.
  • You will execute program and budget integration efforts, provide full-spectrum Planning, Programming, Budgeting and Execution (PPBE) support and resource analysis to enable effective programming decisions.
  • You will assess program effectiveness, identify and design methodologies to address requirements and resourcing gaps, and analyze multi source data to generate well supported conclusions.
  • You will coordinate stakeholder inputs, maintain liaison with external organizations, present and defend positions on complex issues, and manage analytical work, timelines, and deliverables across the PPBE.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position is eligible for ad-hoc/situational telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following such as:

  • Experience in executing program and budget integration activities and conducting in depth program and resource analysis;
  • Demonstrated ability to develop, consolidate, and communicate recommendations for senior leadership during Program Objective Memorandum (POM) or comparable strategic planning cycles;
  • Proficiency in evaluating program effectiveness, identifying analytical requirements, and integrating multi source information into authoritative products;
  • Competence in retrieving, translating, and reconciling data using Program Budget Information System (PBIS) or similar financial systems;

AND

  • Experience coordinating across diverse stakeholders, representing organizational positions in formal forums, and leading teams to deliver accurate, timely analytical outputs.
