About the role
Duties
- You will serve as a Management and Program Analyst (Cryptologic Requirements Analyst) in the Fleet Warfare Requirements and Assessments Division, Warfare Requirements Directorate at U.S. Fleet Cyber Command (FLTCYBERCOM).
- You will identify and articulate urgent/emergent Electronic Warfare, Signals Intelligence, Information Operations and Information Warfare warfighting capability gaps and operational needs in support of Fleet Cyber Command requirements.
- You will update and review tasking requirements to identify, influence, and support to ensure Navy operational requirements are being met.
- You will identify and interpret relevant information including government and industry standards/practices to present innovative alternative approaches to senior leadership and address critical programming issues.
- You will conduct assessments of existing and potential Fleet Cyber Command and National Security Agency programs to determine program performance adequacy and supportability of Navy operational missions.
- You will support the development of Program Objective Memorandum submissions and justifications for assigned Fleet/Cryptologic/Information Warfare-related programs.
- You will respond to all working group tasking within specified timelines.
- You will plan and carry out all assignments necessary for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes.
- You will coordinate with Fleet Cyber Command directorates to evaluate, coordinate, document, and submit Joint Force Requirements Process and other tasking requirements.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period requirement.
- This position is eligible for ad-hoc/situational telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following such as:
- Analyzing, evaluating, and utilizing key information and operational requirements related to Navy/Joint, FCC/C10F NSA/CSS Program Objective Memorandum (POM) requirements generation and operational prioritization;
- Identifying and articulating urgent/emergent Cyber, and Electronic Warfare (EW), Cryptology/Signals Intelligence (SIGINT), Information Operations (IO), and Electronic Warfare (EW) warfighting capability gaps and operational needs in support of Navy requirements;
- Monitoring program and budget system databases to ensure that all budget cycle requirement deadlines are met and evaluate changes that directly affect organization mission;
AND 4) Experience in Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) cycle application/coordination.
