Description

SCT is seeking a contingent hire for the role of Management and Program Analyst: Operations Lead supporting the Headquarters, Department of the Army (HQDA) G-1 Directorate of Prevention, Resilience, and Readiness (DPRR) under the Prevention Reporting and Optimization (PRO) Task Order. The PRO task supports a prevention system of aligned programs, policies, and processes through data-driven analysis, planning, governance, and performance improvement. This role supports Army enterprise-level prevention planning and operational initiatives, including strategy products and operational planning efforts directed by DPRR leadership.

Duties for Role

  • Lead operations support for Army enterprise-level initiatives and projects assigned by the Government Technical Monitor (GTM).
  • Participate in operational planning teams and working sessions and develop draft products for Army-wide pilot efforts, prevention initiatives, and strategy activities.
  • Support development of prevention-related products aligned to the Army Campaign Plan and other DPRR-directed operational priorities.
  • Research issues, objectives, and desired outcomes for meetings or sessions and recommend practical procedures and methods to achieve them.
  • Guide discussions, facilitate large working meetings when requested, and coordinate inputs across stakeholders supporting DPRR operations.
  • Prepare and quality-check written products, briefings, point papers, and related documents for submission within Government timelines, including short-turn requests.
  • Develop operational concepts, plans, and instructions and assist in publication of reports and other operational documents.
  • Identify courses of action, make recommendations, and support senior analysts, technical directors, project managers, and the Program Manager in execution of assigned work.

Qualifications

  • Master’s degree in business, finance, public health, or a related field from an accredited institution.
  • Minimum of five (5) years of Army or DoD or relevant experience supporting headquarters-level planning, governance, or campaign plan activities.
  • Demonstrated knowledge of government operations, Google Suites, Microsoft Suite programs, and government-approved Artificial Intelligence (AI) applications.
  • Ability to serve as a functional expert and project team lead, including planning and executing facilitation of large conferences or working meetings.
  • Strong written and oral communication skills with experience developing reports, briefings, and operational documents.
